The primary purpose of this position is to provide professional accounting oversight and establish a focal point in resolution of accounting issues within the AF Services Center (AFSVC) and AF Nonappropriated Fund Instrumentalities (NAFIs) worldwide.

Major duties

Performs nonappropriated funds (NAF) financial audit reviews and testing on the Air Force ten central funds balance sheets and operating statements; prepares a variety of reports and related documents. Develops and conducts local internal control reviews (ICRs) of the AF central funds; conducts management control reviews (MCRs); and performs research and develops strategy to implement Federal Accounting Standards Advisory Board (FASAB) accounting principles. Formulates and develops training and materials designed to promote financial reporting consistency among central fund accountants, functional program owners, and AF wide NAFIs. Oversees the accounting procedures, and policy efforts related to the Air Force memorandum of agreement (MOA) initiatives. Oversees the creation of accounting instructions impacting installations and central funds.

Qualification

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") NOTE: You must submit a copy of your transcripts. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying generally accepted accounting principles to analyze financial data across payroll, purchasing, sales, and services. Skilled in gathering, interpreting, and reporting financial information through written reports and briefings. Proficient in using computer systems, spreadsheets, and databases to prepare financial reports and statements. Experience applying DoD and Air Force financial management policies, laws, and procedures, including audit support. Demonstrated ability to analyze complex data, develop recommendations and present results to management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR COMBINATION OF EXPERIENCE AND EDUCATION: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the professional principles, theories, techniques, and practices of generally accepted accounting principles and standards. Knowledge of NAF, APF, and common commercial accounting principles and procedures such as payroll, purchases, sales, services. Ability to gather, assemble, interpret, and analyze financial management information and present it in written reports, statements, and platform briefings. Ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization to prepare reports, schedules, and statements. Knowledge of principles and practices related to various financial management principles of the Air Force and Department of Defense and administrative laws, policies, regulations, and procedures applicable to financial audits in the public sector. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
