Overview

This position is for the EB Maintenance & Modernization Site in Honolulu, HI.

Responsible to the Chief Test Engineer (CTE), this role is primarily for a mechanical & electrical deck plate test engineer. As a test engineer, you will be responsible for performing & directing testing of submarine systems and components as specified within required test documents, as well as assisting the CTE in setting work assignments and priorities.

Individual will be responsible for safe conduct of Test Phase Task Group Instructions (TGIs) onboard submarines to include fluid system flushes, hydrostatic, continuity, insulation resistance, fiber attenuation and insertion loss, fluid/air system flow verifications and system operational testing. The candidate will ensure work is performed efficiently and must have knowledge of electrical, piping, ventilation, mechanical processes, procedures and components.

Responsibilities include, but are not limited to:

  • Determining workload and test priorities based on project schedules managed by Alteration Installation Team (AIT) Lead(s).
  • Determining & managing the acquisition and maintenance of departmental test equipment.
  • Developing Work Authorization Forms (WAFs) to conduct work on ships systems in accordance with Ship Alteration (ShipAlt) Technical Work Documents (TWDs) and verification that work boundaries are safely isolated and tagged out IAW Tag-out Users Manual (TUM).
  • Maintaining qualifications & training, while also ensuring that all work onboard assigned ships is conducted safely and in accordance with Joint Fleet Maintenance Manual (JFMM) and EB policies & procedures
  • Perform collateral duties as needed to support work as an off-site department such as Work Package Control (WPC), deck plate surveillances, and quality review of technical work documents (TWDs).
  • Coordinating work & testing amongst various on-site EB trades, supervision, and senior management. There will also be extensive coordination between shipyard and ships force personnel.

Candidates must be willing to travel as part of fulfilling this role. Travel may be expected for up to 1 year at a time and must be able to travel anywhere within the continental United States or Guam.

Technical Ability:

Responsibilities include verifying TWD scope is safely and properly isolated prior to work authorization. Candidate must have technical aptitude and professionalism to coordinate with other Electric Boat departments, Shipyard personnel, and other industry partners to deconflict work controls and testing priorities. Responsible to audit and ensure proper documentation of contracted work to include Special Emphasis Programs (SEPs) such SUBSAFE, Fly By Wire and Deep Submergence Systems Scope of Certification (DSS-SOC) Objective Quality Evidence (OQE).



Responsibilities

  • Must possess strong reading & comprehension skills to effectively plan & execute testing in accordance with written test procedures.
  • Must be proficient in using basic computer programs such Outlook, Excel, Word, etc..
  • Must possess strong communication skills and must be comfortable communicating with ships force personnel. Candidate is expected to learn or understand military vernacular and chains of command to effectively communicate needs and/or coordinate testing onboard submarines. Candidates must also feel comfortable speaking in front of large audiences and coordinating personnel amongst various organizations.


Qualifications

Required:

  • High School Diploma or GED.
  • 1 to 4 years of experience working on commissioned submarines or surface ships, with experience in lock-out / tag-out (LO/TO) of ships systems and Work Authorization Forms (WAFs). This includes basic understanding of work-flow processes & integration with shipyards Joint Test Group (JTG), Chief Test Engineers (CTEs), and Work Control (WC) centers. -OR- 1 to 4 years of professional experience using basic electrical & mechanical theory and various test equipment to troubleshoot test failures. As part of this, candidates must have experience reading & understanding blueprints, system diagrams and test procedures to safely execute testing.
  • Must be able to possess an active DOD SECRET Security Clearance.
  • Must be willing to travel and work overtime & weekends as required to support project demands. Travel may be expected for up to 1 year at a time and must be able to travel anywhere within the continental United States or Guam.

Preferred:

  • 1+ years of experience working with Pearl Harbor Naval Shipyards C/246.
  • 1+ years of experience working with Electric Boat in Overhaul & Repair.
  • 1+ years of experience in QAR/QAE/QAI and availability certifications.
  • Prior Navy Experience.
  • Proficient with use of CITIS.
