Summary

Job Description

The Subcontracts Specialist is responsible for the cradle-to-grave management of complex subcontract and procurement activities supporting development, production, and proposal efforts. This position serves as a key business partner to Program Management, Engineering, Manufacturing, Quality, and Finance organizations to ensure supplier performance, contractual compliance, and program execution objectives are achieved.

The successful candidate will independently manage competitive and sole-source procurements, conduct supplier negotiations, administer subcontract agreements, and support proposal and production activities in a fast-paced aerospace and defense environment.

Essential Functions:

  • Lead the full subcontract lifecycle, including sourcing strategy development, RFP/RFQ issuance, proposal evaluation, negotiations, subcontract award, administration, and closeout
  • Perform price and cost analysis to determine fair and reasonable pricing and document procurement decisions in accordance with company procedures
  • Negotiate pricing, delivery schedules, statements of work, terms and conditions, and risk mitigation strategies with suppliers
  • Prepare and administer purchase orders, subcontracts, modifications, and related contractual documentation
  • Partner with Program Management, Engineering, Manufacturing, and Quality teams to support program schedules, resolve supplier issues, and mitigate supply chain risks
  • Monitor supplier performance related to cost, quality, and delivery requirements and develop corrective action plans when necessary
  • Support proposal efforts by obtaining supplier quotations, evaluating supplier responses, and developing sourcing recommendations
  • Ensure compliance with company policies, customer requirements, FAR/DFARS regulations, CPSR requirements, and applicable procurement procedures
  • Maintain procurement documentation and subcontract files to support internal audits, customer reviews, and DCMA oversight activities
  • Identify and execute cost savings, risk reduction, and process improvement opportunities
  • Support supplier relationship management activities, business reviews, and strategic sourcing initiatives

Required Qualifications (one of the following):

  • Requires proficient knowledge of job area. May have practical knowledge of project management.
  • Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.

Preferred Additional Skills:

  • Experience managing complex procurements from solicitation through contract closeout
  • Experience conducting supplier negotiations and administering subcontract agreements
  • Strong analytical, organizational, communication, and problem-solving skills
  • Ability to manage multiple priorities and work independently with limited supervision
  • Experience supporting aerospace, defense, or government contracting environments
  • Working knowledge of FAR, DFARS, CPSR requirements, and government procurement regulations
  • Experience supporting both development and production programs
  • Experience performing proposal evaluations, price analysis, and source selections
  • Familiarity with ERP systems such as InforLN, SAP, Costpoint, or similar procurement platforms
  • Experience managing supplier performance, resolving supply chain risks, and leading cross-functional supplier engagements
  • Demonstrated ability to influence stakeholders and suppliers to achieve program objectives

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $79,000 - $147,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
