The Northrop Grumman Chief Information and Digital Office (CIDO) team is seeking a Staff level IT Program Manager to support information system lifecycle activities. The PM will report to the CIDO Director for the Intelligence Systems Division & Western Region and will serve as the primary liaison representing the Space Systems sector CIDO. This role will provide leadership to the technical teams providing innovative information technology and security solutions in satisfaction, supporting the Mission Enabling Products (MEP) business unit located in our San Diego, CA location.  This role will require significant business travel (up to 25%).

The PM works closely with other Functions and Shared Services teams, including Facilities, Physical Security, InfoSec/Cyber Security, Infrastructure Services, IT Operations and Application services, to securely deploy, maintain, and optimize IT services that enable enterprise classified and unclassified operations. The PM leads the important roles of IT governance (chairing infrastructure design reviews and change boards), Cost Account Management (financial budgeting and performance management), Business Continuity Planning (developing and testing Information Systems Continuity Plans), Proposal Development (IT solutions design and pricing for new IT statements of work), and Crisis Management planning and incident recovery.

The responsibilities of this role include, but are not limited to, the following: 

  • CIDO strategy and operational activities including service delivery, technical requirements gathering, build versus buy analysis, infrastructure solutions and project execution
  • Maximize the alignment of the CIDO operating model, strategies, and investments and communicate CIDO events and enterprise initiatives to the sites and programs
  • Coordinate with various site business leadership, homeroom managers, and end user groups to identify, plan, implement, and sustain CIDO services to meet site, division and sector strategic and tactical objectives
  • Act as the CIDO ambassador to business leadership, functional organizations, and site employees and advocate to represent business unit requirements and concerns to the Space Sector and CIDO PMO
  • Monitor customer satisfaction with service delivery and engage CIDO resources to assist as required to meet and exceed CIDO service level objectives
  • Escalate service actions and associated delivery priorities as required
  • Identify systemic technical and service delivery challenges affecting the sites and then coordinate solutions with CIDO functional representatives; engage constructively to identify solutions
  • Develop, present, and obtain approvals for budgets, project plans, and business unit initiatives which involve CIDO

Basic Qualifications:

  • Master's degree with 10 years of relevant IT experience; OR a Bachelor’s degree with 12 years of relevant IT experience; OR an Associate's degree with 14 years of relevant IT experience; OR a High School Diploma/GED (or equivalent) with 16 years of relevant IT experience may be considered in lieu of a completed degree
  • Must have a minimum of 3 years of people management/leadership or project/program management experience
  • Must have experience with all aspects of IT project management, including cost, risks, and schedule management
  • Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or have experience as a liaison interfacing with large enterprise organizations
  • Candidates must have a current US Government Top Secret level security clearance to include SCI access level eligibility (at a minimum) in order to be considered


Preferred Qualifications:

  • The ideal candidate will have a Master’s degree in Information Technology, a Security+ CE, and 12 years of Information Technology experience with 4 of those years as IT Program or Project Manager in a classified environment
  • Familiarity with Northrop Grumman space business, space government customers, and space program disciplines is highly desirable
  • Experience in developing, deploying, and supporting systems that automate business, quality and program management processes (e.g., ERP, quality management systems)
  • Demonstrated experience in forecasting and executing the management of a large tools portfolio to meet compliance, agility, and affordability business goals
  • Broad background in IT Infrastructure, business applications, and operations
  • Self-starter who works quickly and effectively, can get up to speed with program processes quickly and enjoys a fast paced, dynamic environment
  • Entrepreneurial spirit, and the ability to challenge the status quo while providing innovative solutions to complex IT requirements
  • Active SCI preferred

Primary Level Salary Range: $114,300.00 - $171,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
