Job Description

We are seeking a Subcontracts Senior Manager with strong knowledge of supply chain, procurement, and leadership skills with broad knowledge of project management. This role leads teams that develop negotiation strategies, leads negotiations with suppliers on complex government contracts over the TINA threshold. The team leads the execution of the supplier contracts after negotiations conclude and manages the complex procurements through the full product life cycle. There is also responsibility to lead improvement efforts on projects and processes that can be inside or outside of their immediate job area with general oversight. 

General work scope includes responsibility for managing multiple Government procurements in support of multiple Government Programs, with a key focus on 1-5 highly visible/complex suppliers. Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction. Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches. Makes significant improvements in processes, systems, or products. Explains, interprets, communicates and achieves cooperation on policies, procedures and practices with internal and external customers.  Provides guidance and assistance to other employees.  This position requires following established procedures and policies to perform assigned tasks. Requires professional judgment and extensive use and/or application of supply chain/procurement principles, theories, and concepts.

Essential Functions:

• 50% - Relationship Management: Build and maintain strong partnerships with internal L3Harris stakeholders to understand business needs and align subcontract and procurement support with organizational objectives.

• 50% - Performance Management: Lead, develop, and manage a large team of subcontracts managers and procurement professionals to ensure effective execution and achievement of business objectives.

Qualifications:


• Bachelor’s degree and a minimum of 9 years of contracts experience required. Master's degree adn a minimum of 7 years contacts experience. In lieu of a degree, a minimum of 13 years of contracts experience required.

• 5+ years working knowledge of FAR/DFARS requirements.

Preferred Additional Skills:


• Graduate degree with a minimum of 7 years of program management experience.

• Government buying experience.

• Experience issuing supplier contracts in support of direct programs above the TINA threshold with minimal guidance.• Experience leading remote teams in support of program management activities.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $133,000.00-$247,000.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
