This individual will support the procurement of construction services and related capital equipment for MEP/FP, civil, structural, architectural, and general construction scopes critical to Starship production, launch infrastructure, and Starbase facility expansion.

RESPONSIBILITIES:

  • Develop and execute procurement strategies for construction services including general contracting, MEP/FP, civil, structural, architectural, and specialty trades, as well as related capital equipment.
  • Lead the creation of bid packages and manage competitive bidding processes (RFIs, RFPs, RFQs), including contractor prequalification, pre-bid meetings, site visits, bid evaluations, and award recommendations for construction scopes.
  • Review and validate engineering designs, construction drawings, scopes of work, and specifications to ensure compliance with project requirements, applicable codes, and constructability best practices.
  • Perform market analysis and develop should-cost models to achieve the best value purchasing deals for construction services, labor, materials, and equipment across diverse Starbase projects.
  • Create, negotiate, and administer construction contracts and purchase orders in collaboration with the legal department and project stakeholders; manage change orders, claims, and closeout documentation.
  • Evaluate contractor proposals, bills of materials, and scopes of work for completeness, accuracy, and alignment with project requirements and budgets.
  • Manage contractor and vendor relationships, ensuring clear communication, adherence to contracts, safety and quality standards, schedule performance, and timely resolution of any performance or delivery issues.
  • Present value propositions to SpaceX management, including those related to contract award, cost reviews, value engineering opportunities, cost reduction strategies, and critical supply issues.
  • Identify and execute cost reduction and value engineering projects including planning, coordinating with stakeholders, estimating completion, and project updates for construction categories.
  • Perform advanced quantitative and business process analyses to identify financial impacts of decisions, cost improvement and performance for assigned categories.
  • Create and implement management programs to develop, continuously improve, manage the performance of, and monitor KPIs of the construction supply base (safety, quality, schedule, cost).
  • Lead and execute request for proposals to fulfill requirements for defined construction categories or internal assigned areas.
  • Place purchase orders and resolve blocked invoices related to assigned categories.
  • Develop and lead efforts to reduce number of transactions and streamline procurement processes for construction services.
  • Take ownership of team effort to develop and implement sourcing and cost management strategies that support existing platforms and new product development.
  • Develop clear technology and commodity roadmaps for current commodity, product, vertical as they relate to future SpaceX programs and construction needs.
  • Manage supply base from bid through project closeout and warranty to ensure continuity of supply with the right partners and on-time delivery.

BASIC QUALIFICATIONS:

  • Advanced degree and 3+ years of experience working in one or more of the following; or bachelor's degree and 5+ years of experience working in one or more of the following:
    • Engineering
    • Purchasing
    • Contract negotiation
    • Operations or supply chain management
    • Construction, facilities, or industrial plant management

PREFERRED SKILLS AND EXPERIENCE:

  • Strong civil, mechanical, electrical, plumbing, and fire protectiontechnical background to speak the language of engineers, contractors, and field teams; strong business background to deal with contracts and negotiations.
  • Experience working for or with a general contractor, MEP contractor, or construction services provider preferred.
  • Familiarity with construction industry standards, codes (ASHRAE, NFPA, NEC, IBC, OSHA), and project delivery methods (design-bid-build, CMAR, design-build).
  • Industrial construction project management experience and/or relevant experience implementing or sourcing mechanical, electrical, civil, and specialty construction services.
  • Hands-on experience with full construction procurement cycle: competitive bidding, bid tabulation, contractor prequalification/evaluation, and contract administration.
  • Familiarity with construction contract documents (AIA G-series, MSA) and processes including change orders, schedule of values, progress billing, retainage, and closeout.
  • Construction equipment & services procurement experience in industrial, heavy civil, or high-tech facility construction.
  • Budget tracking, cost analytical skills, and demonstrated value engineering results on construction projects.
  • Extensive project management and organizational skills with ability to manage multiple fast-track construction packages simultaneously.
  • Experience managing entire supply base from bid through turnover to ensure continuity of supply with the right partners driving plan in place and on-time delivery.
  • Ability to conduct all activities with the highest degree of integrity and safety focus.
  • Strong contract negotiation and document management skills with construction-specific experience.
  • Remarkable problem-solving skills with a bias for speed in a dynamic construction environment.
  • Detail-oriented, self-motivated, and able to respond quickly to a fast-moving and ever-changing environment.
  • Quick learner and ability to prioritize appropriately to meet customer and company needs.
  • Excellent customer service and stakeholder management skills.

ADDITIONAL REQUIREMENTS:

  • Must be able to travel - up to 50% work week travel may be required, including international travel
  • Must be able to work extended hours and/or weekends as needed to meet major milestones
  • This position is based in Starbase, TX and requires being onsite - remote work not considered
