SAIC is seeking Systems Engineers to support the U.S. Navy's Foreign Military Sales (FMS) C4I modernization program for the Royal Saudi Naval Forces (RSNF) on-site in Riyadh, Saudi Arabia and Jubail, Saudi Arabia in direct support of the Naval Information Warfare Systems Command (NAVWAR) program office. The Systems Engineers will lead requirements analysis, technical site surveys, system verification, and analysis of alternatives (AoA) for the integration of C4I and Commercial Off The Shelf (COTS) capabilities into RSNF platforms and shore facilities. The selected candidate will interact routinely with U.S. Government and Saudi senior military and government officials and will produce technical documentation suitable for foreign disclosure release.

  • Perform end-to-end systems engineering for C4I capabilities (GCCS, NAVMACS, HF/UHF/VHF radios and antennas, Tactical Data Links Link-11/16/22, CENTRIXS, Network Communications, SATCOM, ADSI, VBSS) deployed to RSNF afloat and ashore.
  • Conduct technical site surveys at RSNF facilities in Riyadh, Jubail, and Jeddah; capture as-built configurations and translate operational needs into engineering requirements.
  • Plan and execute System Operation Verification Tests (SOVTs); develop test procedures, witness installations, document discrepancies, and drive resolution.
  • Research and conduct Analysis of Alternatives (AoA) for COTS products (radars, GPS, AIS, Radio Direction Finding, EO cameras, GMDSS, APS, Emergency Radio, FOTN, CCTV, Video Display, VTC) and provide trade studies with recommendations.
  • Support Systems Engineering and Technical Reviews (SETR) including SRR, PDR, CDR, and TRR events; prepare and present engineering artifacts.
  • Author and sanitize technical documentation for foreign disclosure review; coordinate disclosure determinations with the U.S. Government Foreign Disclosure Office.
  • Interface with U.S. Government (NAVWAR program managers, GS-15 civilians, O-6 field grade officers) and senior RSNF military and government officials.
  • Contribute engineering inputs to the Integrated Master Schedule (IMS) and brief schedule status to program leadership in MS Project and MS PowerPoint.
  • Identify, document, and mitigate technical risks; escalate cost, schedule, or performance impacts to the Program Manager.
  • Comply with all OCONUS work, security, and country-clearance requirements; maintain valid U.S. passport and Kingdom of Saudi Arabia work documentation.

Qualifications

Required Education:

  • Bachelor's degree in an Engineering field from an accredited college or university and five (5 years’ experience.

Required Clearance:

  • Must possess an active Secret security clearance with the ability to maintain; US Citizenship required.

Required Skills:

  • Five or more (5+) years of experience supporting C4I systems (e.g., GCCS, NAVMACS, Tactical Data Links, Radios/Antennas, SATCOM, ADSI, or similar systems).
  • Three or more (3+) years of experience with COTS equipment (e.g., radars, GPS, EO cameras, GMDSS, APS, FOTN, CCTV, or VTC systems).
  • Experience working OCONUS in security cooperation efforts, engaging with U.S. Government or foreign senior military/government officials.
  • Expertise with foreign disclosure, technical documentation sanitization, site surveys, SOVTs, or AoAs of COTS products.
  • Strong analytical and problem-solving skills related to C4I systems and network communications.

Desired Skills or Required Certifications:

  • Three or more (3+) years of experience with NAVWAR prime mission products and supporting Systems Engineering and Technical Reviews (SETR).
  • Completion of DISAM Security Cooperation Management (SCM) courses (e.g., SCM-CONUS) and/or DISAM International Affairs Certification Level 1 or above.
  • Experience working in austere locations (e.g., Middle Eastern nations) supporting security cooperation efforts or foreign customers.
  • Proficiency in developing and presenting Integrated Master Schedules (IMS) using tools like MS Project and MS PowerPoint (or similar).
  • Master's degree in an Engineering field from an accredited institution.
