***This position is physically located in the Marshall Islands in support of LOGCAP***

Under the general direction of the Project Controls Supervisor, responsible for maintaining an integrated system of financial services that contribute to cost effective accounting management control over the project financial reporting records. Support the project controls section associated with the LOGCAP V Kwajalein contract to provide accurate, timely, and reliable services and reports. Services include project controls, EVMS, budget analysis, forecasting, cost analysis, and active participation in the overall accounting period close planning, financial accounting reconciliation and analysis, and cost reporting

  • Excellent oral and written skills, knowledge or and experience with program, contracts, project, and financial management are key to understanding the context of assigned responsibilities. Must be able to work independently on assigned tasks as well as work well in a collaborative team environment.
  • Ensures that all financial reporting activities to the customer for the program are thoroughly and timely prepared and reviewed and that all reports are compliant with appropriate financial standards and company requirements.
  • Assist Subject Matter Experts in development of estimate to complete (ETC) forecasts
  • Monitor actuals vs. budget forecast ensuring financial statements provide a realistic view of the program financial position.
  • Develops and provides project variances, trending and analysis of expenditures, and completion reports. Reviews project costs incurred by category, calculates future costs based on labor productivity, material price increases, subcontract, wage rates and risk analysis.
  • Ensures a detailed understanding of project cost reporting analysis and preparation, change order management, financial and technical analysis of cost and performance.
  • Assist in bi-monthly cost report preparation and delivery; track all man hours, over-time, and incurred costs; calculate burn rates; work with subcontractors to understand performance metrics and advise LOGCAP V management of potential cost savings or unanticipated increases that would result in budget forecast variations.
  • Other financial-related duties including consulting with senior management and functional managers regarding financial-related activities; develop and implement financial controls; conduct financial reviews of program areas; prepare and analyze various financial reports; develop and monitor performance metrics for financial management, and other duties as required
  • Provide analytical data support to the Control Account Manager for the Materials, Equipment, and Other Direct Cost Budget.

Qualifications
  • Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
    • Bachelor's Degree (preferred)
    • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
  • Experience:
    • Two (2) years of experience in accounting and finance including Financial Analysis and Project Controls.
    • Experience in LOGCAP operations with multiple locations is preferred.
    • Estimating experience desired.
  • Skills:
    • Excellent organizational and multi-tasking skills are essential.
    • Strong working knowledge of automated financial systems and proficiency with database and spreadsheet software.
    • Specific knowledge regarding cost accounting data within financial systems is required.
  • Supervisory Responsibilities:
    • Support the Project Controls section within the LOGCAP V program Finance department.
  • Working Conditions:
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, humid, rainy, tropical environment with average temperatures of 90 degrees in the summer months).
    • Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies.
