Overview

This position will be physically located in Israel in support of the AFCAPV Program

Under supervision of the Site Manager (SM), this position directs and supervises all base support engineering operations for Israel Program. The Operations Manager (Ops Manager) is responsible for the operation and oversight of all personnel within the CE department. The Base Operations (Ops Manager) is responsible for various administrative and managerial duties; monitors and oversees the physical facilities at Israel.


Responsibilities

  • Assist the Site Manager in all operations aspects of implementing the contract including cost management, schedule management, data management, and other related operations and maintenance activities.
  • Directly oversee planning, developing, and coordinating with in CE.
  • Provides input on technical strategies, objectives, goals, and process improvement for program level activities, and operational areas.
  • Work closely with SM to ensure all briefings, presentations and deliverable requirements are met.
  • Participates in formal Working Groups and ancillary programs in support of Wing programs
  • Assist Finance to ensure accurate and appropriate CLINs are charged for expenditure
  • Interacts with the military, and other agency officials, both over the telephone and in person, in a professional and tactful manner.

Qualifications
  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
    • Bachelors’ degree in an Engineering discipline, Project Management or equivalent verifiable experience in the Civil Engineering Operation environment.
    • Knowledge is mandatory of CE policies, operations practices, and procedures for constructing, maintaining, and operating real estate, facilities, systems, and equipment.
  • Experience:
    • Minimum of 6 year's operational experience with at least two years in a similar supervisory role
    • Knowledge of project management principles and practice
    • Preferred background in military installation base support/infrastructure management, preferably for a United States Air Force installation.
  • Skills:
    • Capable of effectively communicating technical information in English, both written and verbal
    • Must be able to exhibit strong organizational and interpersonal communication skills
    • Critical thinking and problem-solving skills
    • Good decision-making skills and response to high pressure situations
    • Detail oriented
    • Strong capability in team building and personnel development
  • Supervisory/Budget Responsibilities:
    • Assists in the management of assigned personnel. Develop and operate both short range and long-range operations planning efforts based on funding and contractual requirements.

  • Working Conditions:
    • The worker is subject to both environmental conditions. Activities occur inside and outside.
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
    • Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies.
