Summary

Job Description

The Manager, Subcontracts position is responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters.

Essential Functions:

  • Implement sourcing strategies, assess supplier risk (including financial) and develop mitigation plans.
  • Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  • Participates with contracts administration and purchasing to develop subcontract policies and procedures.
  • Select methods, techniques and evaluation criteria for achieving goals and objectives.
  • May sign supplier agreements and purchase orders within established authority.
  • Experience in preparing, reviewing and managing Supplier Statements of Work
  • Leads and directs experienced professionals, lower-level supervisors, or associate managers.
  • Make significant improvements in processes, systems, or products.
  • Establishes short-term operational plans with measurable contribution to function or business area results.
  • Leads, directs and reviews the work of direct report(s) who exercise latitude and independence in their assignments.
  • Hiring, firing, promotion and compensation authority within own organization, in accordance with management review and approval. Reports to Senior Manager or higher.
  • Works to influence others to accept individual or team’s views or practices and changes to concepts, practices, and approaches.
  • Troubleshooting issues that arise by doing extensive investigation to get to the root cause, suggesting resolutions.
  • Manages a team with focus on policy and strategy implementation. Provides measurable input of new products, processes or standards in operational plans that will have some impact on the achievement of overall functional results.
  • Experience with highly complex multi-year high dollar subcontracts.
  • Manages team of Subcontract employees with day-to-day metric reviews, compliance checks and training.
  • Exceptional communication and presentation skills, with a proven ability to influence and communicate effectively across all levels of the organization.
  • Extensive SAP experience is required.
  • Willing and able to travel up to 20%
  • Ability to obtain and maintain a DoD security clearance.
  • Must be able to travel as needed.
  • Other duties as assigned by Supervisor.

Required Qualifications:

  • Bachelor’s Degree with nine (9) years of managing a procurement/subcontracts team in general procurement of defense subcontracts.
  • Graduate Degree with seven (7) years of managing a procurement/subcontracts team in general procurement of defense subcontracts.
  • In lieu of a degree, minimum of 13 years of managing a procurement/subcontracts team in general procurement of defense subcontracts.
  • Must be a U.S. Citizen.

Preferred Additional Skills:

  • Active Secret Clearance.
  • Experience with Special access programs.
