Northrop Grumman Aeronautics Systems is seeking a motivated, execution-focused Program Manager 3 to lead a new development program on a restricted program within the Air Dominance Division. This is an onsite position located in Rancho Bernardo, CA, El Segundo, CA, or Palmdale, CA.

The selected candidate will drive high-value strategy and multi-project execution and lead proposal activities that align organizational goals with customer strategic objectives to ensure successful program delivery.

Responsibilities will include:

  • Manage cost, schedule, and technical performance across multiple development projects.
  • Support the capture management team in pursuing new business opportunities.
  • Lead proposal development and support negotiations for contracts and contract changes.
  • Serve as the primary customer point of contact; lead program reviews with the customer and/or NG leadership to address cost, schedule, and technical performance.
  • Establish milestones and roadmaps; monitor adherence to master plans and schedules.
  • Identify and manage issues, risks, and opportunities; drive issues and decisions to closure while balancing constraints, competing viewpoints, stakeholder priorities, and company strategic objectives.
  • Build and sustain an effective, engaged, and integrated team in a complex, geographically dispersed, partner-rich, dynamic environment.
  • Direct subcontractors and suppliers to ensure alignment on common program objectives.

 Basic Qualifications:

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.
  • Related experience may include professional and/or military background in project management, program management, engineering, capture efforts, and/or business management.
  • 5 years of experience leading task execution on schedule, within cost, and meeting all requirements as a project lead, integrated program team member, or cost account manager.
  • Active U.S. Government Top Secret clearance (background investigation completed within the last 6 years or currently enrolled in Continuous Evaluation) and ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period, as determined by business needs.

Preferred Qualifications:

  • Current Special Access Program (SAP) access
  • 2 years’ experience in profit & loss (P&L) program management on a DoD program
  • Background in engineering development
  • STEM degree
  • Functional management experience
  • Proposal management experience
  • 4+ years’ experience as a CAM
  • Long-term strategy development experience

Primary Level Salary Range: $193,000.00 - $289,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
