We are looking for you to join our team as a Manager 2 - International Trade Compliance based out of the Woodland Hills, CA office. This position offers the 9/80 schedule.

What You Will Get To Do:

As part of the International Trade Compliance organization within Mission Systems, the Manager 2 - International Trade Compliance will support the Navigation and Cockpit Systems (NACS) Business Unit, within the Navigation, Intelligence, and Connectivity Division.

The Manager 2 responsibilities Include, but are not limited to, the following:

  • Develop, manage, and enhance comprehensive internal export and import controls to ensure compliance with U.S. (ITAR and EAR) and foreign regulations in the conduct of research and development, international marketing, sales, supply chain and other business activities.
  • Work to ensure compliance with U.S. export laws and processes that enhance foreign policy and protect national security.
  • Establish and implement business processes for submitting to and obtaining from the U.S. government, including review, of all necessary export and import licenses, permits, certifications, jurisdiction/classification determinations, and technology release determinations.
  • Support the business through development and management of export/import licensing strategies.
  • Assure that transactions comply with government regulations and internal procedures through review and approval of transactional requests for technical data, foreign travel, foreign visits, export and import shipments.
  • Complete commodity jurisdiction and classification determinations; making determinations regarding applicability of exceptions and exemptions.
  • Maintain applicable trade compliance records in accordance with regulatory requirements and internal procedures.
  • Participate in training and audit assessment programs to ensure implementation and effectiveness of internal controls.
  • Support law department in investigating and resolving compliance problems, questions, or complaints.
  • Develop and deliver presentations, including Export General Awareness training, program/function specific export training, and program/capture export licensing strategy updates to business unit and division leadership.
  • Provide day-to-day guidance and support to NACS personnel on export licensing and compliance needs. Interpret and explain export compliance requirements such as license/agreement provisos, export regulations, and Northrop Grumman Mission Systems policies and procedures.
  • Manage a team of export professionals with varying levels of experience.
  • Exercises good judgement in when to seek management support and guidance as needed, including collaborating on decisions that have the potential to be high visibility.

Basic Qualifications

  • Bachelor's degree in business, finance, political science, international studies or a related discipline with 8 years of professional or military related experience -OR - a Masters degree as described with 6 years of professional or military related experience
  • Will consider a high school diploma/GED with 12 years of professional or military related experience
  • Proficient in the application and interpretation of the ITAR and EAR
  • Proficient in preparation and submission of license and agreement applications, commodity jurisdiction and classification determinations
  • Excellent oral and written communication skills, especially presentation skills
  • U.S. Citizenship required
  • Ability to travel domestically 10% of the time.
  • The ability to obtain and maintain a DoW Secret level clearance

Preferred Qualifications:

  • Subject Matter Expertise in drafting of ITAR and EAR authorizations, including identifying applicability of exceptions and exemptions with a focus on navigation equipment
  • Demonstrated experience in a leadership role
  • Experience with OCR EASE Software
  • Experience in both DCS and FMS export requirements
  • Experience in and comfortable with providing training in person or via virtual methods
  • Experience supporting business development activities
  • A current/active DoW Secret clearance

Primary Level Salary Range: $133,100.00 - $199,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
