SAIC is seeking a Live Ranges and Counter Unmanned Aerial Systems (cUAS) Analyst to support our COBRA contract; this is a fully onsite position based out of the Pentagon (Arlington, VA).

Job Overview:

  • Provide OTTI expertise and insight to guide policy and guidance oversight for Air Force Live Ranges as well as Air Force-operated/managed Major Range Test and Facility Base (MRTFB) locations.

 

Tasks:

  • Develop and maintain AFMAN 13-212v1, Range Planning and Operations.
  • Coordinate and collaborate with HQ Air Combat Command (Lead MAJCOM for AF Live Ranges), MAJCOM Range Functional Managers, and Range Operating Authorities to provide support, coordinate requirements, and provide policy and guidance to support AF Live Range and AF-managed/operated MRTFBs.
  • Coordinate, action and respond to taskings associated with Live Ranges as it relates to OTTI efforts, policy, and guidance.
  • Provide subject matter expertise and support to OTTI as it relates to AF Live Ranges.
  • Supports and provides OTTI policy and guidance for cUAS portfolio.
  • Liaises with other AF cUAS organizations and DoW cUAS organizations to monitor and provide OTTI inputs, expertise, and recommendations to guide and influence cUAS policy and guidance.
  • Monitor cUAS initiatives and policy to integrate OTI inputs and shape OTTI as it relates to cUAS initiatives and cUAS training feasibility at Live Ranges and MRTFBs.
  • Assist agency/MAJCOM-level execution of activity in support of AF OTTI Master Capability Development Plan initiatives related to the cUAS portfolio, policy, and guidance.
  • Assists the government in developing products required to accomplish lines-of-effort to include policy documents, white papers, and reports.
  • Provides subject matter expertise support to HAF oversight.
  • Utilize TMT to respond to RFIs from internal and external agencies.
  • Coordinate with Live Range OTTI community stakeholders as applicable.
  • Utilize TMT to respond to RFIs from internal and external agencies.

 

Qualifications

Required Experience/Qualifications

  • Experience with AF operations in either the air, space, or cyber domain.  Experience in AF, Joint and Coalition exercise planning, execution, and assessment. knowledge and understanding of MLS software-based approaches, network hardware, and software products.
  • Experience with Air Force Live Ranges and/or MRTFBs.
  • Experience with multi-domain and multi-functional interoperability and training requirements.
  • Demonstrated ability to collaborate with disparate organizations and develop strategies to accomplish AF-wide initiatives.
  • Experience with HAF-level and MAJCOM coordination processes, policy development, and strategic communications at a senior leader level.
  • Bachelor’s and Fourteen (14) or relevant years of experience in lieu of degree. 
  • US Citizen and active Secret clearance with ability to obtain a TS/SCI

 

Desired Experience/Qualifications

  • 5 years’ Air Force Live Ranges experience.
  • 5 years’ experience in planning, organizing, and developing new or modified work methods, organizational structures, management and scheduling processes, or program administrative procedures.
  • Operational Test and Evaluation experience.
  • Experience managing AF OTTI elements, such as, airspace, ranges, simulators, or Distributed Mission Operations.
  • Demonstrated ability to develop and communicate strategies to accomplish AF-wide initiatives.
  • Experience with HAF and/or associated MAJCOM-level coordination processes, policy development and strategic communications at a senior level.
  • Demonstrated ability to develop networks and alliances and collaborate across boundaries with a wide range of cross-functional stakeholders.
  • Working knowledge of operational practices and policies of the OTTI and Modeling & Simulation Communities to support readiness training activities.
  • Working knowledge with DoW Requirements Process (JCIDS)/Acquisition/PPBE and RMF compliance requirements.
