The Lead Security Specialist on the Personnel Security (PERSEC) Team will help integrate and develop processes that meet needs across the organization, manage complex issues within PERSEC, contribute to long-term planning and executing the overall business strategy. The role of the PERSEC Lead Security Specialist also aides in the development, implementation, and maintenance of personnel security procedures as required by 32 CFR Part 117 (NISPOM Rule) and the Department of Defense Manual (DOCM) 5205.07.

This role supports the Personnel Security (PERSEC) function within the classified security organization. The position partners closely with internal stakeholders and adjacent security disciplines including Information Security (ISO) , Information Assurance (IA) , and Contractor Special Security Officers (CSSOs) to maintain a cohesive, compliant security posture aligned to government and customer requirements.

Role Overview

The Personnel Security Specialist is responsible for executing day-to-day PERSEC activities that enable secure program execution, including processing personnel security actions, managing accesses and visit requests, supporting inspections, and maintaining strong compliance to government and customer regulations. The role requires strong attention to detail, sound judgment, and the ability to manage multiple programs and projects in a high-tempo environment.

Key Responsibilities

Regulatory Compliance: Ensure compliance with government and customer regulatory requirements related to personnel security.

Inspections & Reviews: Assist with security reviews and assessments, including DCSA site visits, customer visits, formal self-inspections, and related preparation/closeout activities.

PERSEC Processing & Systems Execution: Use JADE, DISS, NBIS, e-APP, and SWFT to initiate and track personnel security actions, program accesses, visit requests, continued access activities, and associated documentation.

Policies, Procedures, and Standardization: Assist in developing, updating, and maintaining PERSEC policies and procedures to support consistent execution and audit readiness.

Cross-Functional Collaboration: Build and maintain strong working relationships with internal and external customers. Collaborate across PERSEC, ISO, IA, and CSSO teams to drive an integrated and robust security approach.

Corrective Action & Problem Solving: Identify root causes for personnel security issues, develop solutions, and implement corrective measures to prevent recurrence.

Program/Project Management: Manage multiple programs and projects simultaneously, ensuring commitments are met and stakeholders are informed.

Required Qualifications

Education & Experience: Bachelor’s degree from an accredited university or college; or high school diploma with at least 4 years of progressively responsible security experience supporting U.S. Government classified programs. Minimum 4 years in Industrial/Special Programs/Personnel Security.

Clearance: Active Secret clearance with the ability to obtain and maintain a Top-Secret clearance and SAP access.
