Job Description

The Lead IT Business Analyst is part of the Enterprise Services and Strategy - Value Optimization organization. This role will serve as a strategic partner between IT, Finance, and key business stakeholders to drive complex, high-visibility initiatives that improve financial performance, enable cost optimization and support enterprise transformation. This position will lead multiple cross-functional workstreams to ensure initiatives are effectively planned, governed, tracked, and delivered in alignment with business objectives, timelines, budgets, and expected outcomes. The ideal candidate brings a strong combination of project execution, financial analysis, stakeholder management, and executive communication skills.

Essential Functions:

  • Lead and support complex, high-visibility IT initiatives and projects focused on financial management optimization, cost savings, and enterprise transformation.
  • Execute core project management activities across cross-functional initiatives, including scope definition, schedule development, risk identification, dependency management, stakeholder communication, and oversight of execution.
  • Partner with IT, Finance, and business stakeholders to identify, evaluate and advance opportunities IT financial savings and operational efficiency.
  • Develop and support business cases, financial models, forecasts, and cost-benefit analyses for strategic programs, technology investments and transformational initiatives.
  • Create, maintain, and manage integrated project plans that align deliverables, timelines, dependencies, and resource needs across multiple workstreams.
  • Monitor project performance and proactively address, escalate, and help resolve issues that impact scope, schedule, budget, or intended business outcomes.
  • Identify and analyze project and portfolio interdependencies, including resource constraints, overlapping efforts, and changing cost models, to support informed planning and decision-making.
  • Review and validate business case assumptions, deliverables, and value realization before, during, and after implementation to ensure expected outcomes are achieved and sustained.
  • Maintain project documentation, status reporting, governance materials, and executive-ready communications to support effective decision-making and transparency.
  • Prepare and deliver clear, concise, and compelling recommendations, project updates, financial insights, and strategic considerations to senior leaders and executive stakeholders.
  • Facilitate coordination across IT and business teams to ensure alignment on priorities, timelines, deliverables, and expected financial and operational results.
  • Support portfolio-level planning by tracking progress across initiatives and highlighting risks, dependencies, and opportunities that may affect enterprise objectives.
  • Occasional travel to support summits, planning meetings, conferences or other IT workshops is required.

Qualifications:

  • Bachelor’s degree in Business Administration, Information Technology, Finance, or related field, with a minimum of 9 years of experience in contract auditing, project management, or a related role. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, a minimum of 13 years of prior related experience.

Preferred Additional Skills:

  • Strong project management skills with the ability to plan, coordinate, and drive initiatives to successful completion Ability to work collaboratively across departments and with external vendors
  • Detail-oriented with strong organizational and analytical skills
  • Proficient in contract management software and Microsoft Office Suite
  • Experience in a technology or defense industry
  • Minimum of 5 years of experience in program or project management with Cost Account Manager (CAM) responsibilities
  • Certification in project management (e.g., PMP, PMI-ACP, PgMP, PfMP)
  • Ability to work across regions, sectors and segments to influence change across the organization
  • Demonstrated success leading large IT technology initiatives with enterprise level impact
  • Capability to understand and analyze complex business processes/problems and develop clear solution proposals
  • Ability to engage internal Business Partners and team members at all levels of the organization, and can clearly present ideas and concepts to executive leaders                                                                                                                                                                                                                                                                                       
  • Self-aware individual who has the ability to collaborate and resolve cross-team conflicts

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $99,500-$184,500. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont is $114,000-$212,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
