Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as a Drug Intelligence Advisor in Amman, Jordan. ICITAP is currently facilitating a project to provide the Public Security Directorate (PSD), Anti-Narcotics Department (AND) with analytic capability to enable it to effectively conduct complex criminal investigations into transnational drug trafficking organizations operating in and around Jordan. This individual will conduct mentorship, deliver classroom training, assist with recruitment and hiring of personnel, support development of intelligence department policy and framework, coordinate equipment with appropriate hardware and software, and mentor on equipment to operationalize the unit’s work. This position will be deployed to Jordan on a TDY basis for short-term (1-3 weeks at a time) employment, as ICITAP’s implementation schedule may require. The Advisor may be required to perform their duties in Amman and other locations to be determined.

Candidates are expected to foster effective and productive working relationships with USG officials and with host government stakeholders. The Advisor will work with various U.S. officials from Departments of State and Department of Justice. Duties also include provide guidance on the analytical operations; facilitating meetings; leading working groups; developing reports and specialized papers; reviewing and editing policies; and conducting briefings.

Candidates should ideally have a comprehensive understanding of analytical principles and best practices to develop, mature and manage an analytical unit as well as the implementation of a broader intelligence program to potentially service all regions in Jordan. The Advisor should also be able to expertly advise AND on analytical program best practices to enhance the overall criminal justice system to include complying with internationally accepted standards and norms.

DUTIES:

• Mentor and advise foreign intelligence analysts on knowledge and skills to conduct counter-narcotic criminal intelligence investigations, the use of electronic case management systems, development of policy and procedure for a counter-narcotics intelligence unit, and creation of hiring procedures.

• Accompany foreign intelligence analyst staff to conferences and study tours, based in the U.S or other locations outside of Amman, Jordan.

• Coordinate training programs and recommend procurements for an eCMS case management system along with the necessary hardware and software.

• Create and conduct training programs using PowerPoint presentations and hands on learning. Conduct intelligence and analytical related presentations.

• Facilitate collaborative work between AND and PSD to select and adopt suitable eCMS case management systems, identify required equipment and software, integrating PSD’s overarching policies into unit policy and procedure development, as well as coordinating work between PSD units as appropriate.

• Respond to requests from ICITAP for updates on program metrics and regular reports on a biweekly, quarterly, and ad hoc basis.

• Evolve mentorship and advisement

REQUIRED SKILLS AND QUALIFICATIONS:

• Minimum 10 years’ experience working in the field of analytical intelligence, with at least 5 years in counter-narcotics.

• Experience supervising or managing counter-narcotic investigative activities.

• Experience with organizational development and law enforcement administration.

• Experience preparing and delivering briefings to senior officials, writing reports, and working effectively with various officials.

• Experience in project management, planning and strategic development, including evaluation of effectiveness.

• Experience with organizational systems related to counter-narcotic intelligence, such as staffing, finance, budget, training, operations, human resources, internal affairs functions, etc.

Clearable: Must be able to obtain and maintain a Public Trust Waiver US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Waiver Clearance

Clearable: Third Country National candidates for this position will not need to be clearable as Third Country Nationals

DESIRED QUALIFICATIONS:

• Language and foreign service skills/experience.

• Experience training or advising foreign officials.

• Previous field/mission experience.

• Continuing education demonstrated through publications, presentations, coursework, internships, or certifications.

• Knowledge of organizational change management.
