SAIC is seeking a qualified Fleet Maritime Intelligence Subject Matter Expert (SME) to support Fleet training at the Navy Warfare Development Center (NWDC) in Norfolk, VA. This position directly supports the training and operational readiness of Navy Fleet HQ staff operating in Maritime Operations Centers (MOCs), with a focus on the various intelligence warfighting functions at the Operational Level of War (OLW).
The ideal candidate will possess deep experience in naval intelligence operations, with expertise supporting Maritime Intelligence Operations Center (MIOC) operations or MOC N2 functions, and integration of Intelligence Community (IC) capabilities into Fleet-level exercises and training. The ideal candidate must have naval operational experience and knowledge related to intelligence and realistic intelligence presentations leveraging, but not limited to the following areas: Joint Intelligence Preparation of the Operational Environment, a firm understanding of adversary doctrine, capabilities, and Tactics, Techniques, and Procedures, Collection Management, All-Source Intelligence Fusion to include the synthesis of SIGINT, GEOINT, HUMINT, OSINT, and MASINT, targeting cycle, fleet-level intelligence processes supporting the Maritime Operations Center, and Maritime Domain Awareness.

Additionally, the ideal candidate should have experience developing, designing, and executing exercise events at the high-tactical or operational-level of warfare, including familiarity with joint and maritime HQ tasks simulating real-world operations. These tasks include, but are not limited to: exercise concept development, planning, scheduling, modeling, simulation architecture design, simulation management and operations, intelligence system integration, scenario development, database builds and tests, event response and control cells, assessment, as well as support to development of future maritime domains within the joint training environment.

Key Responsibilities:

  • Serve as an Intelligence SME supporting intelligence functions during the design, development, planning, execution, and assessment of COCOM exercises.
  • Develop synthetic exercise intelligence products to drive scenario-based training objectives, reflecting realistic operational environments and adversary capabilities.
  • Manage operational integration of processed/fused Intelligence Community based documents, assessments, Intelligence Briefings, operational reports and
  • Intelligence databases for blue and red forces to support and meet exercise training objectives.  
  • Support development of fused intelligence products to assessments, operational reporting, and database integrations aligned with intelligence operations.
  • Integrate intelligence across all warfighting functions: Maritime ISR, Fires, Protection, Cyber, Information Warfare, and Space, as well as traditional domains such as Air, Surface, and Undersea.
  • Provide expertise in intelligence fusion, dissemination, and briefing operations, supporting both synthetic and live Fleet events.

Additional Functions:

  • Support Master Scenario Events List (MSEL) development and execution with a focus on intelligence storyline integration.
  • Coordinate with Joint and Coalition intelligence planners, Combatant Commands, and Joint Staff entities to ensure realistic intelligence flows during training events.
  • Develop high-fidelity adversary threat streams as needed to stimulate intelligence-driven decision making within the training audience.

Qualifications

Required:

  • BS degree and 5 years experience.  Four (4) additional years of experience in lieu of degree.
  • TS/SCI Clearance.
  • Ten (10) years of Navy Fleet and/or Joint Intelligence experience, or equivalent experience supporting OPFOR in the exercise and training environment.
  • Expert knowledge of Navy structure and defense level intelligence operations: intelligence collection, fusion, analysis, production, and dissemination for intelligence databases and products.

Desired:

  • MOC N2 and/or MIOC experience or equivalent joint experience.
