Overview

The Department 650 Change Control Estimator/Analyst is responsible for generating and reviewing contract change cost estimates (Proposals and Rough Order of Magnitudes). Efforts require pricing of detailed estimates, along with reviewing information with the Contracts organization and management. Duties require analysis and evaluation of related data including returns and standard cost estimating relationships and factors.

This position involves working closely with Groton and Quonset Point Operations, Engineering, Planning, Program Office, and HII-NNS to fully understand the work scope and develop the associated detailed labor hour and material cost estimates



Responsibilities

  • The ability and desire to analyze cost data (i.e., labor/material returns, planning data such as MRPII, ARTEMIS, Business objects, Oracle, Electronic Desktop and shipyard inputs) with minimal supervision.
  • The ability to handle information with the proper level of discretion and to review and understand technical documents (submarine blueprints, specification, etc.).
  • The ability to manage a diverse, and often large, workload concurrently and make independent decisions based on the information available.
  • Strong written skills are required to ensure clear communication with EB senior management and the customer.


Qualifications

Required:

  • High School Diploma or GED
  • 1+ years of welding experience
  • Proficiency in Microsoft Excel and Word
  • The ability to climb through and observe all areas of ships during construction/repair
  • Must be able to support occasional travel and work extended hours and weekends as needed

Preferred:

  • Associate's Degree or higher
  • Experience with Oracle
  • 2 years experience working with technical documents (EB Drawings, ERs/CNs, specification, etc.)
  • Experience with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARs)
  • Experience with Teamcenter
