Overview

Under supervision of the OPS Manager, the Electrical Engineer/ Energy Manager Utilities assists with various duties, such as building prototypes, setting up test equipment, preparing documentation, updating CADD/CAM files, maintaining technical drawings and specifications, and conducting general troubleshooting of systems and equipment.

The Electrical Engineer / Energy Manager is responsible for overseeing the planning, operation, maintenance, and optimization of electrical systems and energy programs at Ascension Auxiliary Airfield (AAAF). This includes electrical infrastructure lifecycle management, system condition assessments, energy data monitoring, and development of projects that support mission readiness, cost-efficiency, and environmental compliance. The role blends hands-on engineering expertise with strategic energy management and sustainment planning.


Responsibilities
  • Key Responsibilities

    • Assists Management with various duties, such as building prototypes, setting up test equipment, preparing documentation, updating CADD/CAM files, maintaining technical drawings and specifications, and conducting general troubleshooting of systems and equipment.
    • Serve as the technical Subject Matter Expert (SME) for base-wide electrical infrastructure including transformers, switchgear, distribution panels, generators, UPS systems, and airfield lighting.

    • Support the operation, maintenance, repair, recapitalization, and decommissioning of all electrical systems in compliance with AFI 32-1001, NEC, UFC 3-501-01, and applicable standards.

    • Coordinate and oversee condition assessments using BUILDER SMS and NexGen IT to monitor system health, performance, and deficiencies.

    • Evaluate work order trends and system failures to drive risk-based preventive and corrective maintenance planning.

    • Develop and manage the base Energy Management Plan to identify, implement, and track energy conservation measures and efficiency improvements.

    • Monitor and report on energy consumption data using NexGen IT and utility tracking systems.

    • Lead base energy audits and recommend low-cost and capital energy conservation projects.

    • Support installation of energy-efficient systems and renewable energy initiatives as applicable.

    • Provide input to the Installation Asset Management Plan (IAMP) and help develop and prioritize infrastructure investment strategies including the Integrated Priority List (IPL).

    • Assist in the development of scopes of work, project justifications, and cost estimates for electrical and energy-related efforts.

    • Lead or support Sub-Activity Management Plan (Sub-AMP) teams for electrical distribution and energy systems.

    • Ensure adherence to host nation environmental regulations, U.S. DoD standards, and energy conservation policies (e.g., AFMAN 32-1084, UFC 3-400 series).

    • Update asset condition and inventory records in BUILDER and NexGen IT databases.

    • Support installation of meters and sub-meters; analyze load profiles to identify savings opportunities.

    • Submit monthly and quarterly energy performance and system health reports to the COR and base engineering.

    • Work closely with the Mechanical, Civil, and Community Planning team members to support interdisciplinary facility planning and management.

    • Participate in engineering charrettes, site visits, and design reviews with internal stakeholders and external contractors.

    • Present energy efficiency and electrical infrastructure improvement strategies to leadership and facility managers.

    • The Electrical Engineer / Energy Manager may be assigned additional duties and responsibilities as directed by the Engineering Lead, COR, PM or DPM to meet evolving infrastructure, mission, program or energy conservation objectives.

Qualifications
  • Education:

    • Bachelor's degree plus two (2) years of experience or Associate's degree plus five (5) years of experience in an engineering discipline.

    Certifications:

    • Must have or be able to obtain Secret Clearance

    Experience:

    • 5+ years of experience in Engineering operations, inventory management, electrical engineering, energy management, facilities operations or related field
    • Experience with automated management systems and inventory control software
    • Previous experience in an engineering technician role.
    • Previous experience working on an overseas contract.
    • Prior experience on U.S. military or government facilities highly desirable.

    • Familiarity with BUILDER SMS, NexGen IT, or other asset management systems preferred.

    Skills and Technology Used:

    • Strong mathematical and analytical skills
    • Excellent attention to detail and record-keeping abilities
    • Valid driver's license
    • Willingness to work in varied weather conditions on a remote island.
    • Ability to respond to emergency situations including after-hours calls.
    • Experience with military fuel operations preferred.

    Other Requirements:

    • Knowledge of DOD Utilities accounting procedures and Defense Logistics Agency requirements
    • Ability to analyze data and prepare detailed reports.
    • Knowledge of environmental regulations related to fuel storage.
