The Opportunity:
As Deputy Program Manager supporting the Army Counterintelligence Command at Ft. Meade (MD), you will have the opportunity to assist in the management of a 200 million-dollar contract. The ideal candidate will be an experienced Deputy Program Manager or Manager of a large team with understanding of Army counterintelligence.

Responsibilities:

The Deputy Program Manager will:

  • Support the Program Manager as a point of contact for the Contracting Officer (CO),the Contracting Officer’s Representative (COR), the Government Program Manager, and the Contractor’s senior management team.

  • Directly contribute to the program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.

  • Ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.

  • Utilize expert communication skills needed to direct the skilled resources and report on the progress, issues, and problem areas, as well as write and review programmatic documents.

  • Ensure the timely recruitment and training of program staff, both direct and indirect.

  • Organize, direct, and manage contract operation support functions, involving multiple, complex and inter-related project tasks.

  • Manage teams of contract support personnel.

  • Maintain and manages the client interface at the senior levels of the client organization.

  • Meet with customer and contractor personnel to formulate and review task plans and deliverable items.

  • Ensure conformance with program task schedules and costs.

  • Establishe and maintains technical and financial reports to show progress of projects to management and customers.


Qualifications:
Required: 

  • At least 8 years of experience in program and/or project management within counterintelligence is required.

  • Bachelor’s degree in a relevant area from a college or university accredited by an agency recognized by the U.S. Department of Education.

  • Must hold current TS/SCI with Polygraph


Desired:

  • Army Counterintelligence Command experience is highly desired.

  • PMP Certification as accredited (Project Management Institute (PMI) (validation required).

  • Excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the organizations and manage relationships across the customer leadership team.

  • Experience managing large ($50M+) programs and/or projects

  • Success in developing strategies and driving business growth.

  • Proven skills in manpower utilization, procurement, training, problem resolution, and employee relations.

  • Ability to attract, train, develop, manage, and retain high performing staff.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$85,800 - $180,200
