The Strata program’s GEOINT Visualization Services (GVS) system has been delivering secure, on‑demand geospatial intelligence since its first fielded deployment in 2006 and earned Program‑of‑Record status in 2008. GVS enables Federal agencies to access, explore, and integrate GEOINT data through a versatile, web‑based suite of visualization tools, APIs, and utilities that support a wide range of client technologies and applications. By turning massive geospatial data sets into actionable insight, GVS directly supports the warfighter and federal decision‑makers, protecting lives and securing the homeland.

Lockheed Martin’s Strata program is seeking a Deputy Program Manager / Engineering Program Manager to provide full‑spectrum leadership for both the day‑to‑day execution and long‑term strategic direction of the program. The DPM/EPM will serve as a “leader‑of‑leaders,” guiding multiple first‑line managers and a workforce of 70+ FTEs, while owning program finances, staffing, technical direction, and customer engagement. This role blends high‑impact program‑management expertise with deep technical acumen, ensuring that the Strata portfolio delivers on schedule, cost, and performance objectives for our NGA customer.

Key responsibilities include:
- Program & Technical Leadership – Drive daily execution, cost, schedule, and technical performance; chair program forums and deliver PMR artifacts.
- People Leadership – Manage attendance, recruit, hire, onboard, and mentor staff; provide performance feedback and career coaching.
- Release & DevSecOps Oversight – Guide RTEs/RTMs, ensure tooling and processes for CI/CD and DevSecOps, and coordinate releases across Agile teams.
- Customer & Stakeholder Interface – Engage NGA COR/CO and key stakeholders; lead on‑site meetings and maintain transparent status communication.
- Engineering Leadership Reporting – Present concise, data‑driven status briefings to Lockheed Martin engineering leadership.
- Capture & Business Development – Support capture efforts for extensions, bridge contracts, and follow‑on awards; shape capture strategy and proposals.
- Financial & Risk Stewardship – Execute EVM/CAM, manage budgets for FF‑P and Cost‑Plus contracts, and mitigate program risks.
- Staffing & Vendor Coordination – Direct hiring and subcontractor staffing to align workforce with mission needs.
- Enterprise Agile Adoption – Champion Agile (Scrum/SAFe/DevSecOps) practices, ceremonies, metrics, and tooling.
- Technical Oversight & Issue Resolution – Conduct technical reviews, adopt emerging technologies, and resolve critical issues.
- Strategic Program Structuring – Maintain program architecture and realign product lines, processes, and resources as customer needs evolve.
Basic Qualifications:
- PMP certification (or ability to obtain within 6 months).

- Minimum 5 years of technical or management leadership experience.

- Proven experience leading multi‑disciplinary teams in a government‑contract environment.

- Strong knowledge of Agile development methodologies and DevSecOps practices.

- Proficiency in Earned Value Management (EVM) and Control Account Management (CAM).

- Experience budgeting and financial stewardship for Firm‑Fixed‑Price and Cost‑Plus contracts.

- Active Top Secret clearance with ability to obtain Top‑Secret/SCI with a CI Polygraph (US Citizen).
Desired Skills:
- Active TS/SCI clearance with CI Polygraph.

- Certified Agile Project Manager (CAPM) or equivalent certification.

- Certified Control Account Manager (CAM).

- Experience leading virtual, multi‑organization teams (Lockheed Martin, subcontractors, customers).

- Cloud‑computing expertise (architecture, design, tooling, certification, deployment).

- Experience leading and/or managing Agile processes (defining, refining and enforcing agile ceremonies, metrics and tooling to keep teams productive and aligned).

- Demonstrated success in capture management and contract extensions.

- Knowledge of and/or experience with Lockheed Martin policies and procedures.

- Familiarity with the GEOINT community, its products, and customer set.

- Demonstrated aptitude for rapid learning, ownership, and thriving in a fast‑paced environment.

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 9x80 every other Friday off
