Overview

This position is physically located in Balad, Iraq

Serves as Airfield Safety Officer for the Airfield and all Air Transport Services. Versatile, self-starting individual that works well on their own, with very little to no supervision, to develop/improve an Army airfield safety program. Work assignment will be managing the various elements of a regional airfield safety program as well as subcontracted aviation COCO and GOCO services and reporting their status to Senior Management Team; must have in-depth knowledge of Federal, Local, and Army methods, practices, principles and procedures to perform effectively; manages resources to promote a wide variety of training activities designed to achieve awareness of airfield safety and corresponding preventive procedures; manages resources to perform on a recurring basis an effective airfield [AAF] and heliport [AHP] management program in accordance with AR-95-2 and standard operating procedures established by the Senior Airfield Authority; to cite legal violations, recommend corrective actions, and insure that hazardous conditions are effectively controlled ensuring required programs are functioning effectively.


Responsibilities

  • Establishes a contract-wide [regional] airfield [AAF] and heliport [AHP] management program in accordance with AR-95-2 and standard operating procedures established by the Senior Airfield Authority. To include, but not limited to the following— AAF/AHP pre-accident plan, Wildlife hazard management plan, Flight-line driving training program, Foreign object damage (FOD) prevention program, Risk management and analysis processes, Hazard tracking and log management, and Conducts AAF/AHP inspections and check.

  • Communicates professionally, both orally and in writing, with other senior professionals as needed to relay information necessary for job success. This includes, but is not limited to, staff meetings, performance appraisals, job requirements, metrics, project plans, Quality Standard Procedures, and airfield Best Practices.

  • Communicates with senior management team, area managers and regulators, preparers required corporate reports; ensures airfield data bases are current and accurate to report on the status a complete airfield management Program.

  • Ensures work areas are evaluated for potential airfield safety non-compliance issues. Ensures findings are reported to workplace leaders with recommended abatement actions for identified deficiencies; ensures corrective actions are tracked to completion.

  • Monitors compliance during area evaluations; documents and reports on non-compliant issues and inappropriate behavior traits observed during audits.

  • Ensures resources required to effectively monitor programs to ensure they exceed basic regulatory compliance, identify needed resources (such as personal protective equipment) and budget for resources, identify required training for employees in various operations.

  • Ensure an effective airfield safety [driving/entry] Training program is established.

  • Sets a good example to the workforce by following all airfield safety regulations, policies, procedures and practices; keeps work area/equipment clean and orderly.

  • Performs other duties as assigned.


Qualifications
  • Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
    • Bachelor’s degree in airfield management or Air Traffic Control or, combination associates degree with four-years of experience.
    • Army CP-12 Certification preferred.
    • Certificate of Management in Aviation Safety or similar preferred
    • Must be Secret Clearance eligible and/or ability to obtain a Secret Clearance

  • Experience: 
    • Minimum four years’ experience as Airfield safety manager with two years in a large regional program development role, with experience in managing airfield compliance, familiar with DOD, Army, EPA, and Federal regulations.
    • Military background and training are beneficial.

  • Skills
    • Excellent communication and writing skills are required along with an excellent knowledge of computer operations to include spreadsheet, database, word processing, and presentation applications.
    • Great organizational and management skills and a strong ability to work independently as a member of a robust team.

  • Supervisory Responsibilities
    • Supervise 2 airfield sites and subcontractor activities as well as multiple unmanned helipads.

  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
    • Includes some industrial production environment conditions as well.
    • The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
    • The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.

  • Physical Requirements:
    • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies.
