Airfield Manager

This is a pre-award opportunity located on Diego Garcia in the Indian Ocean.

The Contractor Airfield Manager (AFM) shall be responsible for the daily management of Diego Garcia airfield operations and insure operations comply with all DG, BIOT and USN regulations and instructions so that airfield operations are safe and functional 24/7, 365

days a year. The AFM shall advise the Government Air Operations Officer when to open or close the airfield to air traffic based on facility, personnel, or equipment capabilities. When an un-safe condition exists, the AFM shall immediately ensure the discrepancy is corrected or close the airfield to air traffic until the airfield is reassessed.

The AFM shall have at least ten years of experience in a

position of overall management responsibility for an airfield similar to or greater than Diego Garcia airfield operations along with experience working simultaneously in a multi-function base operations environment. Experience in a management or supervisory capacity in a remote location similar to Diego Garcia with a multi-national work force is highly desirable. Experiential knowledge shall include but is not limited to operations, practices, and policies of Navy airfield management and supervision to plan, execute and oversee the Airfield Management Division; managing Navy airfield or equivalent airfield operations involving air operations with limited to moderate complexity resulting from multiple runways/helipads, different aircraft types, and/or varying customer support requirements.

The AFM shall speak and read English fluently so that they can perform the contract requirements and comply with Annex requirements including but not limited to printed regulations, operating procedures, equipment manuals, training instructions and materials and any other documents required in the performance of an Airfield Manager.

Bachelor’s degree, preferably in Business Administration/ Management or Engineering, based on a four-year course of study from a U.S. or U.K. accredited college or

university or equivalent institution. Educational knowledge shall include but is not limited to Department of Defense (DOD), Federal Aviation Administration (FAA), Naval Air Training and Operating Procedures Standardization Programs (NATOPS), Unified Facilities
