SAIC is seeking a Agile Program Management Strategist to provide SETA support to SAIC’s Prime Program, Landmark AOS in Chantilly, VA. Landmark AOS is a large SETA program, supporting the NRO’s Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle. 

As the Agile Program Management Strategist you will have the opportunity to support a wide variety of program management and Systems Engineering activities including concept of operations formulation, requirements definition, program analysis and engineering, operations performance analysis, risk management and institutionalizing Agile concepts.  You will also operate within an environment potentially encompassing evolving capabilities, Agile engineering, internal, IC and academic outreach, sensitive operational architectures, and strategic policy matters for the larger Intelligence Community (IC).  

 Job Responsibilities include:

  • Support the development of architecture, CONOPS, requirements, standards, and roadmaps
  • Develop major concepts, initiatives, processes, procedures, PM tools and programs.
  • Manage risk management processes and methods for identifying and adjudicating program risk; Conduct analysis to identify program risk areas and recommend/implement risk reduction measures 
  • Challenge the identification and acceptance of risks to ensure concepts are well thought out and logically documented
  • Perform gap assessments of proposed risk mitigation strategies and apply sound judgment to influence customers toward holistic remediation strategies that address the root-cause issue(s)
  • Respectfully collaborates across multiple SETA teams, customers and forums with varied perspectives toward supporting IC missions.
  • Validate and prioritize GED and IC requirements from a technical perspective and provide recommendations that are technically feasible and consistent with the overall architecture for current and future GED operational environments.
  • Track tasks, actions, and pending decisions; coordinate with the larger cross-functional team to compile responses to Customer tasks, meet suspense dates for actions and prepare program leaders for executive-level decision points (internal and external)
  • Author meeting notes, data calls, program status reports and other program documentation.
  • Draft formal presentations, staff proposals, background papers, meeting agendas, and other formal communications; participate in executive-level meetings, discussion, and program briefings. 
  • Collaborate with teams, leaders, and stakeholders to drive the adoption of Agile principles and practices in accordance with the SAFe framework.
  • Identify and address organizational impediments to Agile adoption, utilizing coaching and change management techniques.
  • Promote collaboration, transparency, and communication across teams and departments, encouraging a positive Agile mindset and culture.
  • Work with government leaders to translate intent into multi-year strategies, annual roadmaps, action plans, and resource allocation decisions; track milestones and evaluate progress toward the Customer’s strategy/framework objectives.
  • Develops assessments and briefings for a variety of audiences, conveying system engineering concepts and decision logic concisely and accurately.
  • Work with technical staff documenting technical and programmatic requirements.

Qualifications

Required Education and Experience:

  • Bachelor’s and nine (9) years or more experience; Master’s and seven (7) years or more experience; PhD or JD and four (4) years or more experience. Relevant experience to be substituted in lieu of degree.
  • Active Top Secret/SCI clearance with Poly
  • 5+ years’ experience working within the IC; at least 3 of those within NRO
  • Demonstrated consulting skills, with change management concepts and strategies, including communication, culture change and performance measurement system design including familiarity with EVM principles.
  • Solid knowledge of Agile methodologies, including SAFe, Scrum, Kanban, and Lean principles.
  • Experience implementing Agile concepts, facilitating Agile transformations, and implementing Agile practices in large-scale organizations.
  • Experience with Agile project management tools and software (e.g., Jira, Confluence).
  • Program lifecycle experience from concept development and design to deployment, operations, and maintenance, decommission.
  • Self-starter proactively addresses customer requirements with limited supervision; excels at defining solutions for broad, abstract topics.
  • Polished communicator (written/verbal); impeccable interpersonal skills and personal judgment.
  • Proficient with MS Office (Word, PowerPoint, Excel), MS Outlook, MS Project
