Senior Specialist, Subcontracts (GPs & T&Cs)

L3Harris is seeking a highly experienced contracts and subcontracts professional with deep expertise in General Provisions, Terms & Conditions, and regulatory clause compliance within the defense industry. The ideal candidate will have a strong background in drafting, reviewing, negotiating, and revising contract and subcontract language in a highly regulated environment, with particular knowledge of FAR, DFARS, mandatory flow-down requirements, and supplier agreement compliance. This person should be skilled at ensuring contractual provisions are accurately incorporated into subcontractor and supplier agreements while maintaining strict alignment with regulatory and internal control requirements. L3Harris is looking for someone who can work cross-functionally with Procurement, Legal, Project Management, and Operations to interpret requirements, validate clause applicability, address contractual risk, and support compliant execution across the procurement lifecycle. The successful candidate will also bring strong attention to detail, documentation discipline, and audit-readiness practices to ensure traceability and regulatory compliance.Overall, L3Harris is seeking a candidate who can strengthen subcontract compliance processes, promote contractual integrity, and help maintain high standards of operational and regulatory excellence in support of defense programs.

Essential Functions:

      • Partner effectively with Procurement, Legal, and key internal stakeholders to ensure subcontract provisions are cohesive, business-appropriate, and aligned with company values and objectives.
      • Interpret prime contract requirements and translate them into accurately negotiated General Provisions, Terms & Conditions, and mandatory clause flow-downs for suppliers and lower-tier subcontractors.
      • Lead negotiations with suppliers on General Provisions and Terms & Conditions, including drafting customized contract language that addresses business needs, mitigates risk, and supports compliant execution.
      • Develop, maintain, and organize negotiated clause language within company systems so that buyers and procurement professionals have access to approved, practical, and consistent contractual tools.
      • Review government contracts and subcontracts with a strong understanding of applicable laws, regulations, and internal policies to ensure compliant implementation.

Qualifications:

  • Bachelor’s Degree and minimum of 6 years of prior relevant subcontractsexperience or Graduate Degree and a minimum of 4 years of prior related subcontracts experience. In lieu of a degree, minimum of 10 years of prior related subcontracts experience.
  • 4 years of government contract expereince. 

Preferred Additional Skills:

  • Experience working with government contracts and procurement principles contained in FAR/DFARS.
  • The ability to research regulatory requirements of customer contracts.
  • MS Word (Advanced Redlining), Excel, SharePoint/Teams, tabulating and charting data with complex data sets.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $84,000 - $156,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $73,000 - $135,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
