Strategic subcontracts subject matter expert with strong knowledge of supply chain, procurement, and leadership skills with broad knowledge of project management. This role works cross-functionally to develop complex negotiation and procurement strategies with suppliers on complex government contracts over the TINA threshold. This role communicates within and outside the organization to influence new ideas, approaches and concepts. Develops and recommends tactics and strategies that directly impact the achievement of overall business or functional results.

General work scope includes responsibility for managing large complex project initiatives of strategic importance to the organization. Multiple Government procurements in support of multiple Government Programs, with a key focus on highly visible/complex suppliers. Makes significant improvements in processes, systems, or products. Explains, interprets, communicates and achieves cooperation on policies, procedures and practices with internal and external customers.  Provides guidance and assistance to other employees. Requires professional judgment and extensive use and/or application of supply chain/procurement principles, theories, and concepts.

Essential Functions:

  • Relationship Management: Establishes strong partnership with the internal L3Harris customers to understand and align with the business needs and objectives.
  • Strategic Contract Execution: Establish strategic procurement practices. Train, guide and mentor procurement subcontract managers to execute.
  • Travel: 20%

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant subcontracts experience. Graduate Degree and a minimum of 7 years of prior related subcontracts experience. In lieu of a degree, minimum of 13 years of prior related subcontracts experience. 

Preferred Additional Skills:

  • Must have government buying experience and familiarity with FAR/DFAR requirements.
  • Familiar with issuing supplier contracts to support direct programs above the TINA threshold with minimal guidance.
  • Program Management experience.
