Northrop Grumman Space Systems (NGSP), Mission Enable Products has an opening for a Proposal Analyst 2 to join our team of qualified, diverse individuals on-site at our Commerce, CA facility.

In this role, the selected candidate will play a key role in the future growth of the business by managing proposal efforts from receipt of Request for Proposal (RFP) though contract award.  

Role and Responsibilities:

  • Plan and manage proposal efforts.

  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications, company policies, and Government regulations.

  • Coordinates with contributors from cross-functional organizations to ensure quality proposals are submitted within customer deadlines. 

  • Works closely with Program Management and Supply Chain Management to ensure supplier quotes comply with requirements.

  • Researches and critically analyzes large volumes of data using spreadsheet and data mining skills to isolate and prioritize key data.

  • Work with the proposal team to develop creative solutions to complex contractual issues.

  • Summarizes and presents detailed proposal information in internal management reviews and customer fact-finding meetings.

  • Develops negotiation strategies and participates as a member of the contract negotiating team.

Basic Qualifications:

  • BA/BS degree in Finance, Accounting, Business or related field and two years’ experience supporting U.S. Government contracts and customers in a Manufacturing environment; OR 1 year experience with an MBA; 6 years of experience may be considered in lieu of a degree.

  • Experience in Proposal or Project Management, with experience leading and/or writing proposal volumes

  • Strong attention to detail required as this position requires processing large amounts of data across dozens of programs simultaneously

  • Strong teamwork and communication skills to ensure changes to plans are fully understood

  • Ability to organize, balance and prioritize multiple tasks simultaneously in a highly dynamic aerospace manufacturing environment

  • Strong computer skills including MS Office, specifically Excel

  • US Citizenship is required

Preferred Qualifications:

  • Certified Estimating Professional (CEP)

  • Project Management Professional (PMP) Certification

  • Experience with probability modeling (@Risk or Crystal Ball).

  • ProPricer skills

Primary Level Salary Range: $75,800.00 - $113,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
