Northrop Grumman Aerospace Systems is currently seeking a Principal (Level 3) or Senior Principal (Level 4) Proposal Analyst to join our team in Redondo Beach, CA. Our team follows the 9/80 schedule with every other Friday off, and offers a hybrid work environment to allow teleworking on the working Friday.

This role will provide essential support to the F-35 Production & Development Operating Unit. This team member will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members. The ideal candidate will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment.
 

Position Summary/Responsibilities:

  • Develops, plans and schedules proposals.
  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
  • Researches and analyzes historical data, develops cost models to support proposal efforts.
  • Coordinates activities and participates in fact-finding meetings.
  • Participates in should-cost and pricing reviews with management and customer representatives.
  • Participates as a member of the contract negotiating team.
  • Work in a team environment to develop proposals in response to customer requests
  • Prepare Proposals in compliance with applicable government regulations and internal policies
  • Present proposal recommendations to management
  • Prepare certified cost and pricing data packages
  • Support proposal audits and negotiations with customers

This position may be filled at the Principal (Level 3) or the Senior Principal (Level 4) depending upon candidate experience, qualifications, skills, and knowledge.

Basic Qualifications:

Basic Qualifications for a Level 3 Principal Proposal Analyst:

  • Bachelor’s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience OR a Master's degree in business, finance, economics or related discipline with 3 years of proposal or material estimating experience
  • Experience in estimating, pricing, finance, contracts, business and/or business operations.
  • Ability to perform and apply cost accounting, pricing and estimating concepts and principles
  • Proficient in Microsoft Office suite of tools/applications, with a strong emphasis on Microsoft Excel.
  • Knowledge of FAR, DFARS, and other U.S. Federal Government contracting regulations
  • Must have ability to obtain and maintain a US Government Secret clearance.
  • US Citizenship

Basic Qualifications for a Level 4 Senior Principal:

  • Bachelor’s degree with 8 years of Business Administration, Finance, or Accounting related experience - OR - a Master's degree with 6 years of Business Administration, Finance, or Accounting related experience
  • Experience in estimating, pricing, finance, contracts, business and/or business operations.
  • Ability to perform and apply cost accounting, pricing and estimating concepts and principles
  • Proficient in Microsoft Office suite of tools/applications, with a strong emphasis on Microsoft Excel.
  • Knowledge of FAR, DFARS, and other U.S. Federal Government contracting regulations
  • Must have ability to obtain and maintain US Government Secret Clearance.
  • US Citizenship

Preferred Qualifications:

  • Strong attention to detail with an appreciation for accuracy and high standards of quality
  • Experience with developing and/or analyzing Basis of Estimates (BOEs).
  • Proven ability to independently complete projects with limited supervision
  • Demonstrated experience creating spreadsheets and performing data analysis to create meaningful insights for decision-making
  • Ability to prioritize effectively and complete work timely in a deadline driven environment.
  • Microsoft Office Suite: Advanced Excel skills is highly preferred.
  • Prior Price Estimating experience
  • Experience with ProPricer or BOENext
  • Experience with Cost/Price Analysis
  • Analytical Skills
  • Presentation skills, including audiences including senior leadership or other major key stakeholders
  • Organizational/Time Management skills and ability to multitask
  • Self-motivated and works well in team environment
  • Ability to work in a dynamic, fast paced environment

Primary Level Salary Range: $94,200.00 - $141,200.00

Secondary Level Salary Range: $117,500.00 - $176,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
