SAIC seeks a senior program protection and policy compliance systems engineer (PP/PCSE) to join our team of professionals providing technical and program services to the U.S. Government (USG).  SAIC provides research, engineering, design, analysis, acquisition, development, integration, test, and operations support to the USG Intelligence Community (IC) and Department of War (DoW) customers.  SAIC supports development and delivery of next generation and generation after next national security systems across land, sea, air, and space.

In this role, the selected candidate will support two critical functions (program protection and policy compliance). The Senior PP/PCSE independently develops processes, procedures, and documentation to support the customer's program protection requirements for its demonstration flight programs.  This entails identification of Critical Program Information (CPI) through the review of program documentation and independently develop Program Protection Plans that are in compliance with protection requirements.  In addition, the Senior PP/PCSE will conduct program threat and vulnerability assessments to validate the CPI and associated program protection plan.  The Senior PP/PCSE will also review contractor Program Protection Implementation Plans to ensure compliance with program protection requirements.  The Senior PP/PCSE will independently document program protection best practices throughout the system development lifecycle.

The Senior PP/PCSE also supports the customer's policy compliance processes.  These compliance processes relate to SIGINT Compliance and FVEY/international policies.  The Senior PP/PCSE collaborates across the organization to address or advocate on behalf of the program manager. The Senior PP/PCSE develops practices and establishes processes for the customer with respect to policy management, international, mission partner agreements, and cross agency support agreements.  The successful candidate will play a pivotal role in supporting the goals and evolving needs of both the customer and their mission partners, leveraging data-driven insights to guide decision-making and drive results. With a focus on high visibility and impactful work, this position is ideal for someone looking to contribute meaningfully to a mission-critical environment.  Supporting a research and development organization often means pushing the boundaries of technologies, CONOP, or enterprise architecture.  Thus, the Senior PP/PCSE mist be willing to disrupt the current policy norms to advance organizational policies to enable the advancement of the enterprise.

Responsibilities:

  • Deliverables
    • Program protection plans.
    • Threat/risk assessments and mitigation plans.
    • International, mission partner, and cross-agency agreements.
    • Policy and procedural exemplars/templates based on sound judgement, expertise, and professional experience.
    • Facilitate quarterly "lunch & learns" to educate the customer's workforce on the enterprise program protection and policies and worship novel solutions to address program unique challenges for the PMs.

Qualifications

Required Qualifications:

  • Active TS/SCI with CI Polygraph.
  • Bachelor's degree with 9 years relevant experience or a Masters' degree with 7 years relevant experience.
  • Experience identifying problems, conducting analysis, and developing mitigation strategies.
  • Developing program protection plans for large programs.
  • Ability to work independently with limited government direction.

  • Experience working in an NRO SPO.
  • Ability to independently identify resources to address program protection / policy compliance challenges.
  • Work within a collaborative environment, engaging with multiple organizations and personnel.
  • Possess strong written and verbal communications skills.
