SAIC is seeking an Acquisition System Engineer to fill a critical position on SAIC’s Prime Program, Landmark AOS located in Chantilly, VA. Landmark AOS supports the NRO’s Ground Enterprise Directorate (GED), which is responsible for the acquisition of systems over the complete end-to-end life cycle.

As the Acquisition System Engineer, you will provide Acquisition and Program Management Support to multiple rapid research and development efforts aimed at designing and delivering critical cutting-edge components of the future architecture.

Job Responsibilities to include:

  • Work with government technical and contracts staff developing acquisition strategies and acquisition documentation enabling program development and implementation. 
  • Support new prototype acquisition planning, solicitation, evaluation, award, and execution for Indefinite Delivery, Indefinite Quantity (IDIQ) Task Orders (TOs) and Broad Agency Announcements (BAAs), as well as potential alternate contracting approaches such as Other Transaction Agreements (OTAs) and Commercial Solutions Opening (CSOs).
  • Draft common acquisition artifacts such as statements of work (SOW), Contract Data Requirements Lists (CDRL), In Scope Determinations, and proposal evaluation criteria.
  • Assist Government customer in monitoring and managing program financial execution and planning.
  • Help coordinate with other Program Offices for the transition of prototype software to baseline programs for long term operations & maintenance (O&M) support.
  • Provide acquisition advisory services during technical and cost evaluations of proposals.
  • Work with technical staff documenting technical and programmatic requirements.
  • Effectively work with development teams to track technical progress, identify blockers to progress, and assess technical solutions.
  • Support SAFe Agile program development processes and activities.

Qualifications

Required Education and Experience:

  • Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience. Relevant experience to be substituted in lieu of degree.
  • Active Top Secret/SCI with Polygraph.
  • 3+ years of government program management / contracting / acquisition experience.
  • Experience working within the IC.
  • Experience with non-traditional/non-FAR acquisition vehicles a plus (IDIQ, BAA, OT, CSO, etc.)
  • Demonstrated ability to work in a fast paced, dynamic and environment.
  • Demonstrated ability to work in cross-functional team.
