Job Summary:

This position will be part of the Environmental, Safety, and Health (ESH) program for a large-scale construction project. Responsibilities include developing and coordinating permitting actions while interfacing with multiple Functions within the project organization. This will entail identification, scheduling, and tracking of permitting activities; interface with regulatory agencies and internal stakeholders on requirements and documentation; field tasks and technical expertise to confirm ESH regulatory compliance; and assessment of mitigation measures per established industry practices and regulatory and Bechtel requirements.

Major Responsibilities:

  • Develops and implements a permitting plan and strategy, inclusive of all permits and regulatory approvals to be obtained by the project Owner and Bechtel.
  • Identifies the necessary assessments, factors triggering permitting, permit application requirements and submittal documents, and the review and approval durations expected.
  • Establishes relationships and points of contact with regulatory agencies and sustains communication through open dialogue and documentation.
  • Uses a Permitting Matrix and other tools to track the status of permits, from preparation of applications through acquisition and closeout.
  • Participates in centralized tracking of the progress and status of project permits and approvals by interfacing with Engineering, Construction, and Commissioning personnel as each implements their assigned aspects of permitting.
  • Leads environmental-related permitting by working within ESH and interfacing with other Functions and the Customer, as needed, to prepare permit applications and regulatory submittals.
  • Works with Project Controls to integrate permitting actions into the project’s master schedule.
  • Maintains a Legal Register to identify laws and regulations pertinent to the project and a Compliance Matrix to track permit-related compliance actions and commitments.
  • Interprets environmental regulatory requirements and helps integrate them within design and construction planning, schedules, and subcontract documents.
  • Affirms the scope of work for a permitting subcontractor to provide local knowledge and help prepare permit applications and communicate with regulatory agencies; reviews subcontractor deliverables. 
  • Participates in field actions and environmental regulatory inspections to confirm permit compliance.

Education and Experience Requirements:

  • A Bachelor of Science degree (or equivalent) from an accredited university or college in an applicable technical discipline such as environmental sciences, natural resources or field biology, or a related discipline, with 10 or more years of relevant experience. 

Required Knowledge and Skills:

  • Prior experience with environmental regulatory requirements, permitting, and impact assessment and avoidance for large-scale projects.
  • Experience interfacing with regulatory agencies and communities.
  • Technical and administrative skills, work experience, and knowledge related to applicable environmental sciences and the engineering and construction industry.
  • Excellent oral and written communication skills, including technical writing and presentations.
  • Adaptable and able to travel and work outdoors under various site and weather conditions.
  • Valid driver’s license.

Additional Qualifications

  • Master of Science degree (or equivalent) from an accredited university or college in an applicable technical discipline such as environmental science, natural resources or field biology, or a related discipline, with 8 or more years of relevant experience.
  • Experience in permitting and obtaining regulatory approvals involving environmental, engineering, and construction disciplines and projects.
  • Knowledge and experience with ISO 14001 Management System standards.
  • Knowledge and experience with environmental mitigation practices (e.g., habitat protection, waste management, stormwater and erosion control, air quality and noise control, cultural resources).
