Job Description

The Senior Specialist, Supply Chain Program Manager (SCPM) will lead a cross-functional team to develop the Supply Chain strategy and material execution plan for assigned programs. The position is located in Camden, NJ and is part of the L3Harris Maritime team.

In this highly visible role, the SCPM will collaborate across functions as part of the Supply Chain team, serving as key interface to the Program office, Engineering, Quality, Finance, Contracts, Operations and the customer. This individual will function as a subject matter expert in Supply Chain and Programmatic Practices.

The SCPM is responsible for the material plan development and coordination, execution of program material strategies, material cost and schedule, Supply Chain objectives and material enterprise objectives. The SCPM is also responsible for compliance with internal and external regulations with respect to materials and subcontracts, with a focus on risk and opportunity management.

Essential Functions:

  • Leadership and Communication:
    • Serve as the primary liaison between the Supply Chain and internal and external customers, including the Program Office, Quality, Engineering, Operations, Finance, and Contracts.
    • Develop the Material Management Plan and execute Supply Chain strategies and actions to support the program lifecycle.
    • Establish and maintain open channels of communication between the Supply Chain and Program teams, removing obstacles and ensuring alignment with business goals.
  • Management:
    • Manage the on-time or early completion of all material and subcontract program milestones and deliverables.
    • Partner cross-functionally with Engineering, Quality, and Operations to create a common schedule-based Material Requirements Plan (MRP).
    • Develop and manage Supply Chain Risks & Opportunities and communicate critical issues to stakeholders with solution-focused actions.
    • Support compliance with all internal policies and external laws and regulations.
    • Work with the Supply Chain team to develop and support strategic supplier relationships to be sure Category Management opportunities are explored. Confirm that strategies are aligned with Category Management initiatives.
    • Responsible for all material specific guidance in support of proposal activities, insight to make/buy decisions, as well as MPM labor estimates.
    • Coordinate Subcontracts involvement with requirements development and review Supplier Statements of Work (SSOW).
  • Financial Oversight:
    • Responsible for managing the material financial budget and forecasts for assigned programs to provide timely and accurate forecasts, variance explanations, and provide input to formal EACs.
    • If a Cost Account Manager (CAM) is not allocated to the program, the MPM will serve as the Program’s Material (CAM) and will be accountable for the material program budgets, and drive actions to improve financial performance.
    • Analyze key performance indicators and identify challenged areas, championing continued improvements.

Qualifications:

  • Must be a U.S. Citizen.
  • Active DoD Secret clearance required and the ability to obtain and maintain a U.S. government-issued security clearance.
  • Strong project management skills, outstanding communication (both verbal and written), negotiation, organizational, and leadership skills.
  • Strong financial /data analytic skills
  • Capable of managing and working in a fast-paced, demanding environment with a focus on problem resolution and process improvement.
  • Intermediate knowledge of Microsoft Office products, including Word, Excel, PowerPoint, Outlook, and Project.
  • Experience with SAP/Costpoint and material processes.
  • Recent experience in Military and Commercial Aviation/Aerospace product development and production is highly desired.
  • Bachelor’s Degree and a minimum of 6 years of prior relevant experience; or a Graduate Degree and a minimum of 4 years of prior related experience.
  • Experience in Supply Chain and/or Program Management execution across a Product Life Cycle (Proposals, Gates, SRR, PDR, CDR, TRR, PRR, etc.).
  • Earned Value Management experience

Preferred Additional Skills:

  • Previous Control Account Manager (CAM) experience preferred.
  • PMP certification
  • Ability to travel.
  • Experience assessing supplier statements of work (SSOW) and providing strategic insights.
  • Understanding of Integrated Product Team (IPT)/Cross-functional teams, including leading an IPT team.
  • Working knowledge of US Government acquisition laws and regulations.
  • Knowledge of FAR/DFARS, ITAR.

In compliance with pay transparency requirements, the salary range for this role is $91,500-170,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
