As a key leader within the L3Harris Maritime Sector, the Business Leader for Integrated Systems and Encryption, Integrated Systems, sets and executes the strategic direction for a mission‑critical business area. This role carries full profit‑and‑loss responsibility for over $120M in annual revenue and is accountable for delivering strong operational and financial performance while strengthening the organization’s competitive advantage. Most importantly, this business delivers the Navy’s most critical, secure, and resilient communications systems and is driving the next generation of technologies that will support U.S. forces in the most demanding operational environments.
The leader will oversee and grow our Maritime Integrated Systems portfolio, which includes our Core Four multi‑year franchise programs such as NAVY BRSE HF Communication Programs, Virginia and Columbia Class Submarine Internal Communications Systems (ICS) and Battery Management Systems (BMS), Ship‑to‑Shore Connector (SSC), and a broad range of additional efforts. This leader plays a pivotal role in delivering capabilities that directly strengthen the Navy’s operational readiness and mission advantage. They will attract, develop, and inspire a high‑performing team of Program Managers, System Architects, Engineers, and Production professionals committed to executing and expanding complex maritime programs. The role requires disciplined operational leadership, strong alignment with company processes, and the ability to build trusted relationships with customers, industry partners, and internal stakeholders. The business is based in the Greater Philadelphia Metro area – Camden Waterfront.
The leader will build strategic customer partnerships, drive exceptional execution across development and production programs, and collaborate closely with Business Development and Capture teams to shape new pursuits, influence requirements, and position L3Harris for sustained long‑term growth. This individual must excel in a dynamic, cross‑functional environment, demonstrate strong program management fundamentals, and bring a proven track record of winning competitive captures. As a highly visible leader, the successful candidate will regularly engage with senior executives internally and across the customer community, representing the business with confidence and credibility.
This position holds functional authority for planning, organizing, controlling, documenting, tracking, integrating, financially overseeing, and delivering customer programs. The leader will partner effectively with Engineering, Finance, Business Development, Program Excellence, Supply Chain, Operations, and Quality to execute flawlessly and advance business objectives. Responsibilities span opportunity pipeline development, proposal leadership, and guiding pursuits from requirements definition through solution development, negotiation, and contract award. The ideal candidate cultivates a collaborative and accountable culture, provides transparent guidance and actionable feedback, empowers teams to take ownership, identifies growth opportunities within funded programs, and supports new customer acquisitions. They model uncompromising ethical behavior aligned with company values and play a key role in fostering a high‑performance, winning culture.
Essential Functions
- Develop a vision, strategy, and supporting tactics for the Integrated Systems business that drive growth, elevate program management capability and leadership, and sustain a culture of operational excellence.
- Maintain firm control of program costs with the goal of zero negative EAC and achieving quarterly positive EAC goals.
- Lead and manage the business to achieve high customer satisfaction, operational excellence, and financial performance targets.
- Provide leadership to Business Development efforts, including strategic planning, new business forecasting, and strategic capture.
- Conduct early planning, reviews, and coordination of major bids and proposals, ensuring thorough opportunity, risk, and financial analysis and securing needed approvals.
- Establish, strengthen, and maintain customer relationships; support marketing and sales efforts; and promote the organization’s capabilities and value proposition. Ensure the customer perspective shapes business decisions and priorities.
- Drive high standards for individual, team, and organizational performance through empowerment, accountability, and continuous improvement.
Qualifications:
- Bachelor’s Degree in Business or Engineering and 15 years of experience managing a team in the Aerospace & Defense market (Maritime preferred), with 7+ years senior management role leading and motivating a diverse workforce focused on system integration. Or a Graduate degree with 13 years of applicable experience. In lieu of degree, a minimum of 19 years of applicable experience.
- Minimum of 7 years of experience of cross functional leadership experience spanning business development, program management, engineering, and operations.
- Minimum of 5 years of experience with Navy or equivalent acquisition process.
- Experience in Systems Engineering
- Capture Management and Proposal Management Experience in advanced technology
- Extensive experience with Fixed Price contracts and Fixed Price major subcontracts.
- Experience with EVMS demonstrated on successful production programs.
- Demonstrated experience leading parallel development and deployment efforts through delivery and trials
- Demonstrated track record successfully transitioning new products and systems through qualification and into production
- Demonstrated leadership and staff development capability.
- Demonstrated ability to lead proposal development and capture efforts
- Active US Secret Security Clearance
Preferred Additional Skills:
- Post Graduate / Master’s Degree in Engineering or Business
- Proficient in SAP, MS Office, strong communication traits
- Strong natural leadership presence that inspires excellence and engagement.
- Effective change agent with the ability to quickly assimilate into a new organization.
- Project Management Institute (PMI) Program Management Professional (PMP) Certification or working towards certification
In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $160K-$297K. For California, New Jersey, Massachusetts, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $184-$341K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
