The Opportunity Summary:
The Virginia Program Office seeks to hire an entry level Program Certification Representative The VIRGINIA Class Construction Program Office is responsible for managing BLOCK IV and BLOCK V fixed-price contracts, ship construction, quality, schedule, performance, and programmatic ship certification. The Program Office is required to interface with all levels of management at EB, HII-NNS, SUPSHIP and NAVSEA. Program representatives interact on a daily basis with Engineering, QA, Planning, Ships Management, Finance, Contracts, and Materials Management. Responsibilities include driving program goals, enforcing program directions, negotiating construction and design activities, reporting EVMS performance to leadership, managing engineering tasks, and leading ship certifications.
The Position Summary:
This position involves project management and will report to the Supervisor and the Program Manager of VIRGINIA Construction Program Office. This position requires a highly-motivated self-starter who can operate with minimal supervision in a dynamic environment and possesses strong interpersonal and communication skills.
At a high level, the specific scope of this position includes, but is not limited to, performing the following responsibilities and functional roles:
- Ship Certification - Responsible for leading certification meetings; preparation of certification documents (i.e. reports, PRLs, and certification letters); enforcing ship certification principles; coordinating and driving resolution of certification problems; and reporting to upper management and NAVY progress, challenges, and recovery plans.
- EB Government liaison - Coordinate meetings to status and drive liabilities at SUPSHIP and PMS450, communicate priorities, lead technical meetings with the Government to discuss technical challenges impacting construction, and negotiate resolution of funding issues to allow critical work to continue. Coordinate and present status briefs for SUPSHIP and PMS450.
- VA Class External Commitments - Support meetings to status liabilities at the Government and EB, and enforce reporting requirements.
- Oversight of CDS Contract - Provide guidance and ensure charging practices are followed, resolve funding issues, and determine when additional Government funding is required. Analyze metrics and financial reports to identify issues and establish corrective actions. Coordinate with Finance and Engineering to issue Monthly reports to PMS450 and support Government audits. Develop processes for task management.
- Working overtime (weekends/holidays) is required during ship certification periods, 10%-15% of the time; the position requires to work 6 to 12 weekends and/or 1 to 2 holidays during one year
- Ability to obtain and maintain a DOD Active Secret Clearance
- Candidate must be able to meet the full-time in-office requirement of this position

Qualifications
Required:
- Bachelors degree
- 0 - 4 years of experience in one or more of the following disciplines: Project Management, Design, Engineering, Planning, Materials Management, Quality, or Finance field
- Abiility to obtain and maintain a Secret Clearance
Preferred:
- Project management experience
- VIRGINIA design process experience
- Knowledge of VIRGINIA ship systems
- Leadership experience
- Shipyard experience
- Previous Professional Rotations
- Established working knowledge of waterfront operations, shipyard processes
- Established government relationships
