Major duties

Summary: The primary purpose of this position is to plan, implement, administer and advise on Voluntary Education opportunities, the Military Tuition Assistance (MilTA) program, career and force development programs, testing and other education and training services and activities available to military members, Department of Defense (DoD) civilians and family members. Duties: 1. Provides individual career, academic and force development advisement to military personnel, dependents and civilian personnel pursuing Voluntary Education opportunities. 2. Serves as technical expert on a variety of Voluntary Education programs. Evaluate individual's potential and eligibility for programs including Community College of the Air Force (CCAF), commissioning and Veterans Affairs (VA) education benefits. 3. Provides advisement and coordination on the Skill Bridge program. 4. Provides mass briefings and a variety of outreach and customer service duties. 5. Performs various administrative duties related to the Voluntary Education program.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. *Basic Requirement for GS-1740 Positions: A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. (For guidance counselor positions, a college or university-sponsored practicum in counseling is also required): Tests and measurement Adult education Educational program administration Curriculum development or design Teaching methods (Study of adult learner) Guidance and counseling Career planning Occupational information NOTE: You MUST submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience for GS-1740-09 which includes assisting in planning, implementing, administering, and advising on activities designed to provide individualized career-related or self-development education plans to include education and training academic opportunities, tuition assistance program, career development programs, and other education and training services and activities and counseling students or enrollees to establish educational and occupational objectives.. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent in the federal service. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You MUST submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of education theories, principles and practices of secondary and adult continuing education or continuing education programs and their accrediting processes. 2. Knowledge of various educational testing methodologies to select, administer and interpret diagnostic tests such as interest, aptitude and achievement tests used in educational and career planning. 3. Knowledge of a variety of academic, occupational, vocational and career development resources (educational and/or community). 4. Ability to interpret agencies' directives, instructions and guidance, and make local decisions and recommendations based on analysis. 5. Ability to provide professional training and briefings to a wide range of audiences as well as effectively communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
