Major duties
Plans, develops, and executes bulk petroleum logistics support plans for contingency, wartime, and exercise operations in support of U.S. Forces Korea (USFK), PACOM, and Combatant Command requirements. Serves as the primary logistics subject matter expert for DLA Energy Korea petroleum operations, integrating POL planning across joint, interagency, and multinational partners. Analyzes operational requirements, infrastructure capabilities, and distribution constraints to determine short- and long-range petroleum sustainment strategies. Coordinates and synchronizes petroleum logistics support and Combatant Commands, Military Services, host-nation partners, and Federal agencies, ensuring mission readiness and continuity of operations. Develops, reviews, and updates OPLANs, CONPLANs, contingency plans, and SOPs related to bulk petroleum and energy support. Leads and participates in joint exercises, simulations, and mobilization events, evaluating logistics performance and implementing correcting actions. Oversee logistics data systems, reporting requirements, and logistics common operating picture (COP) inputs to support senior-level decision making.
Qualification
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Planning, Coordinating, or executing logistics or sustainment operations in support of contingency, wartime, or large-scale operational missions. Developing, analyzing, or implementing operational plans, logistics support plans, or contingency plans (e.g. OPLANs, CONPLANs, exercise plans, or equivalent). Coordinating logistics support across multiple organizations or stakeholders (such as Combatant Commands, Military Services, Federal agencies, or partner organizations). Analyzing logistics systems, supply chains, or infrastructure capabilities to identify constraints, risks, and solutions affecting mission readiness. Providing technical or advisory input to senior leaders, planners, or decision-makers on logistics feasibility, sustainment strategies, or operational support. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
