The primary purpose of this position is to serve as a senior technical subject matter expert, providing professional and scientific expertise in performance of work requiring knowledge and application of software development and engineering, principles, methods, and techniques.

Major duties

Duty 1 - Performs multidisciplinary professional engineering in the application of software, electronics, mechanical, and aerospace disciplines in the analysis, assessment, and estimation of the performance, capabilities, limitations and vulnerabilities of foreign aerospace weapons systems and subsystems. Duty 2 - As a recognized expert, manages analytic partnerships. Keeps abreast of technical advances in weapon and electronic system analysis techniques, software, and modeling and simulation (M&S) techniques, and best practices. Duty 3 - Attends meetings, conferences, briefings, and working groups to provide engineering, intelligence findings and champion organization objectives. Duty 4 - Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs.

Qualification

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: AEROSPACE ENGINEERING SERIES (0861), MECHANICAL ENGINEERING SERIES (0830), or ELECTRONICS ENGINEERING SERIES (0855). A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation and skill applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of the aerospace, electrical and computer science fields, and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability Professional knowledge of software and multi-disciplinary engineering and scientific concepts, principles, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services. 2. Knowledge of a full range of intelligence research and collection methods, techniques and practices, and necessary skill to capture and characterize that intelligence within dynamic modeling and simulation environments such as a Threat Modeling and Analysis Program (TMAP) model; and the ability to utilize pedigreed and relevant TMAP models to predict threat performance and limitations to impact and enhance the overall all-source assessment. Knowledge of how to apply engineering and scientific principles to system modeling, simulation, and analysis. 3. Expanded knowledge of the mission, role, function, organizational structure, and operation of the DoD, Air Force, and Intelligence Community; and their communication and information infrastructures and organizations. 4. Skill and ability to gather and analyze a variety of program information, make sound judgments concerning task progress and effectively communicate, including the presentation of technical problems and results in a logical and concise manner. 5. Skill and ability such as: attention to detail, balanced decision making, conceptual thinking, consistency, goal directedness, problem and situation analysis, reliability, and theoretical problem solving, emotional control, handling stress, initiative, job ethics, meeting standards, listening skills, personal accountability, personal commitment, personal drive, and practical thinking skills. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies, and ability to establish and maintain effective relationships, negotiate complex issues, and resolve conflicts based on mature judgement, experience, and recognize professional standing. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal. 2. Work is mostly sedentary and may require long periods of time working at a desk or computer terminal. Other physical activities may include standing to deliver briefings, bending to file, and climbing stairs. The entire facility is handicap accessible. Incumbent may be required to travel outside NASIC to attend training, meetings, workshops, or seminars in order to teach, receive or exchange information in their area of expertise.
