You will serve as a LEAD TECHNICAL COST SPECIALIST in the Multi Ship/ Multi Year Cost Contract Division, Code 430, Contracts Department, of the Mid-Atlantic Regional Maintenance Center (MARMC) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Major duties
You will provide advice to the contracting officer relative to further negotiation, cancellation, or award of contracts based on the bids received. You will prepare written comprehensive TARs to identify specific costs that are considered excessive, unnecessary, duplicative or otherwise unreasonable. You will serve on or leads cost realism teams for Source Selection teams to evaluate and rank contractor proposals for major ship maintenance or acquisitions conducted by MARMC or NAVSEA.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience understanding MARMC business procedures and requirements which will assist in the appropriate usage of the applications housed within the MFOM and MSE suites of applications. Experience operating the TA&R/FTS applications in order to facilitate our largest customer base. Experience utilizing Microsoft Excel to provide comprehensive reports to leadership and assist them in identifying trends or errors while also seeking opportunities for process improvement. Experience evaluating contractor cost proposals and analyzing each cost element in the proposal to determine reasonableness.
