You will serve as a PROGRAM ANALYST in the Secretary of the Navy office of the PRINCIPAL CYBER ADVISOR.

Major duties

You will analyze, synchronize, coordinate, and integrate all DON PCA cyber activities budget initiatives, including the annual requirement for the DON PCA to certify the adequacy of the cyber budget. You will be responsible for providing expert advice, assistance, direction, and policy guidance on DON-wide reform efforts, data analysis supporting evaluation and improvement recommendations on DON cyber posture. You will collaborate with the heads of other DON and Office of the Secretary of War (OSDW) elements and senior action officers to negotiate, decide on, and/or coordinate strategic, programmatic, and budgetary initiatives on behalf of the DON PCA. You will prepare and present briefing material, as well as providing clearly articulated input in decision forums without prior preparation. You will participate in the formulation and execution of PCA strategic goals and policies. You will be responsible for DON PCA cyber budget management, POM advocacy, congressional budget activities, and program evaluation of DON cyber programs.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - You should have significant experience and understanding of the Department of the Navy Planning, Programming, Budgeting, and Execution (PPBE) processes and programming requirements, assessing proposed changes to programs, identifying issues, develop new approaches and solutions to resource problems, and providing recommended solutions. - You should have the knowledge, skills, and abilities to assist in Program Objective Memorandum development, prioritization, impact analysis, and defense of programs. - You should be skilled in written and oral communications to develop policy and program technical and programmatic assessments, lead groups, negotiate compromises on opposing positions, and persuade management to accept proposals and recommendations - You should have the ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational activities.
