You will serve as a PROGRAM ANALYST in the DEPARTMENT OF THE NAVY of OFFICE OF FORCE RESILIENCY (OFR). The position will be supporting the operations of the MANPOWER, ANALYTICS, AND HR SYSTEMS DIRECTORATE OFFICE OF FORCE RESILIENCY.

Major duties

You will conduct quantitative and qualitative analysis on a wide variety of ORF variables including but not limited to: incident reports, training completion, command climate, demographics, and others. You will identify the relations and appropriate methods and measurement and modeling for policy and performance decision support and identify and extrapolate historic trends for comparison with the current environment. You will use results to formulate recommendations and conduct sensitivity analysis for changes to policy and develop and evaluate innovative organizational metrics relative to the formulation, reengineering, and delivery of ORF services. You will develop plans, methods, procedures and techniques for acquiring, compiling and presenting statistical data and maintain documentation supporting trends analysis and prepare statistical reports. You will use advanced mathematical, statistical and other scientific methods and techniques to conduct studies, data analysis, and modeling. You will coordinate and produce periodic and ad-hoc reports using business intelligence software, and gather information for presentations, assemble briefing charts and visualizations for displaying data and complex information.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience implementing analytical and evaluative methods and/or quantitative and qualitative techniques to collect and analyze data (e.g., program metrics, reports, dashboards, and/or administrative databases) Experience analyzing effectiveness and efficiency of programs through mathematical and statistical theories Experience composing reports and project papers to present findings and recommendations.
