GS-9 The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment & Placement) in a developmental capacity, performing assignments in installation-level organizations that are designed to further develop applicable analytical and evaluative skills and techniques. Provides recruitment and placement services to assigned installation-level organizations Performs recruitment and placement, and affirmative employment advisory services Participates in special initiatives, studies and projects, and affirmative employment activities Prepares written correspondence and other documents Summary Continued GS-11 The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment and Placement) with responsibility for planning, developing and carrying out the full range of recruitment, placement, and related management advisory services for assigned organizations.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: GS-9 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience include knowledge of standard recruitment and placement principles and practices and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply them to issues and problems. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them. OR EDUCATION: Possess Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (NOTE: You must submit your transcripts.) OR COMBINATION OF EDUCATION AND EXPERIENCE: Possess a combination of specialized experience and education. (NOTE: You must submit your transcripts.) GS-11 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience include knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services. OR EDUCATION: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (NOTE: You must submit your transcripts.) OR COMBINATION OF EDUCATION AND EXPERIENCE: Possess a combination of specialized experience and education. (NOTE: You must submit your transcripts.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-9 Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques Knowledge of other HR processes sufficient to relate recruitment and placement issues to them Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment Ability to gather and analyze facts, and draw conclusions from information Ability to communicate information clearly, orally and in writing GS-11 Knowledge of other HR processes sufficient to relate recruitment and placement issues to them Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing Knowledge and ability to apply the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
