Major duties

Plan, organize and oversee the full complement of activities with the Force Support Squadron to include but not limited to Prime Ribs, Personnel/Human Resources, Education & Training, Airman, Family Readiness, Communications, Security Forces and in some instances, Civil Engineering. Exercise supervisory personnel management responsibilities. Direct, coordinate and oversee work of unit personnel through subordinate supervisors. Make a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organizations' management support capabilities. Provide a strategic vision, submit necessary documents and advocate for funding through Wing, Major Command (MAJCOM) and Air Force channels. Formulate strategic policies and procedures to administer personnel readiness and mobility activities, community support functions, mission sustaining and quality of life programs. Represent the Force Support Squadron with a variety of installation and functional area organizations. Establish, develop and maintain effective working relationships with organizations, outside agencies and senior leadership.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which may have been gained while assisting in directing subordinate flight supervisors and guiding teams; planning and executing the assignment to meet organizational goals; resolving conflicts that arise during operations, coordinating with a staff to ensure mission success and interpreting policy policies to achieve established objectives and enhance the efficiency and effectiveness of the squadron, division, or directorate. AND FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Knowledge of a wide range of manpower, concepts, principles, operations, laws, regulations, programs and practices; a wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs and practices. 2. Knowledge of concepts, practices and procedures related to developing, planning, budgeting and coordinating activities, programs, facility programming, contracting and customer interests and needs. 3. Knowledge of safety, security, personnel management, Equal Opportunity (EO) and EEO regulations, practices and procedures. 4. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals and objectives within available resources. 5. Ability to plan, organize and direct the functions and mentor, motivate and appraise the staff of an organization directly and through subordinate supervisor. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). When a position is obligated to an employee it means that he/she has entitlements to that position. In filling the obligated position, the selected employee is required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time.
