The Deputy Assistant Secretary of War for Environmental Management and Restoration (DASW(EM&R)) serves in a senior managerial capacity with responsibility to develop agency policy on a wide range of issues, oversight of program execution, and directs or manages a variety of resources.

Major duties

The DASW(EM&R) is responsible to the ASW(EI&E) for all environmental planning, compliance and restoration efforts, tribal government-to-government relations, historical preservation, and all environmental programs that impact the built and natural environments. Major duties and responsibilities include, but are not limited to: Conducts coordination and liaison with the Comptroller, other Office of the Secretary of War (OSW) staffs, the DoW Component staffs and Office of Management and Budget (OMB) on matters related to programming, budgeting, executing and accounting for environmental programs and resources. Manages DoW's program to identify and address emerging contaminants in order to protect human health while maintaining operational capabilities. Engages with the DoW Components and other OSW offices to minimize future environmental liabilities. Serves as the Department of War Federal Preservation Officer in accordance with the National Historic Preservation Act. Represents the Secretary of War on the President's Advisory Council on Historic Preservation. Provides management oversight of the Armed Forces Pest Management Board (AFPMB). Represents the ASW(EI&E) to members of Congress and a wide variety of officials from Congressional Committees, State and local Governments, other Federal agencies, and the private sector. Maintains internal management controls (IMC) to meet the requirements of the OMB Circular No. A-123 and the Federal Manager's Financial Integrity Act. Establishes, oversees and reports the President's Budget Performance metrics for programs under the oversight of the DASW(EM&R), providing regular updates to the USW(A&S) and ASW(EI&E).

Requirements

You must be a U.S. citizen to qualify for this position. All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI). TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Demonstrated technical and managerial expertise implementing and overseeing execution of a wide range of agency environmental programs and large federal budgets (in the range of hundreds of millions of dollars or more), both on federal property/installations as well as off-property/ installation in support of agency missions. TQ 2: Demonstrated proficiency translating broad national objectives, Executive Orders, and laws into specific programmatic guidance and performance objectives for environmental programs, often in collaboration with a wide range of Federal, state, tribal, and environmental non-governmental organization stakeholders. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Evaluations

Once the application process is complete, a review of your resume and supporting documentation will be conducted. If you meet minimum qualifications, your Application Package will be further reviewed to determine if you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (MTQ) listed above. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB through a Structured Interview process, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
