You will serve as a SUPERVISORY SUPPLY MANAGEMENT SPECIALIST in the JOINT REGION MARIANAS - JRM of US NAVAL BASE GUAM. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

Major duties

You will incumbent direct performance of all petroleum related supply, maintenance and administrative operations and makes daily operational and managerial decisions which can greatly influence the mission readiness and OPLAN supportability. You will serve as the Responsible Officer for inventory control, reporting and quality management of DoD petroleum products stored within the Defense Fuel Supply Points (DFSP). You will perform duties of the on-scene Commander for the containment and subsequent recovery of petroleum product spills within their area of responsibility. You will supervise the daily distribution of logistic data regarding the storage and handling of petroleum to Naval Base Guam, and DLA Energy personnel. You will develop, evaluate, and modify fuel logistics support operations and proposals for reshaping and changing organizational functions You will serve as the Ordering Officer for bulk transportation contracts and be appointed as a Customs Clearance and Inspection Officer responsible for taking custody of bulk petroleum shipments for the United States Government. You will perform facility management duties (i.e. management of maintenance, developing upgrades, modifications, reconstruction, and or repair requirements, scheduling fuel projects, tracking projects progress). You will have high level of expertise in negotiation and resolution of politically sensitive topics and to exhibit a working knowledge of all governing directives and applicable protocols. You will plan, organize and coordinate resources including managerial and supervisory responsibility over diversified work groups, such as operations, maintenance, engineering, safety/environmental, accounting, administration and quality control. You must have a thorough knowledge of DoD and U.S. Navy contract administration procedures to include quality surveillance, Contracting Officer, Contracting Officer Representative (COR) responsibilities, pre-award surveys and contract interpretation. You will address a wide audience of various ranks and personalities including, representatives from commercial petroleum industry, U.S. and foreign government officials, senior command representatives including. Flag and General officers.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing program oversight in petroleum related supply, maintenance and administrative operations, fuel management functions, and technical expertise in negotiation and resolution of petroleum related issues to ensure timely delivery of petroleum products and support mission operations.
