Job summary

You will serve as an IT SPECIALIST (PLCYPLN) in the Deputy Command Information Officer (109B), in Information Technology and Cyber Security (ITACS) Office (109) of NORFOLK NAVAL SHIPYARD.

Major duties

You will give Subject Matter Expert (SME) advice, counsel, or instruction to employees on both work and administrative matters on IT systems and communications architect, NGEN/NMCI, budget, contracting activities, long range planning and procurement. You will perform tasks through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures and tools. You will research, evaluate, prepare and present briefings to senior management officials on complex issues for improvement on problematic trends and patterns in customer support requirements. You will develop new techniques and establish new approaches and methods for IT policies, plans, and procedures, and participates in the IT capital planning process. You will consult with customers and organizations to identify IT requirements. You will establish and monitor metrics used in evaluating the accomplishment of IT goals and objectives.

Qualification

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail -Information Technology Project Management, applying IT theories, concepts, techniques, policies, and procedures. 2. Customer Service- Information Technology Customer Support, providing Subject Matter Expert (SME) advice, counsel, or instruction to employees on both work and administrative matters on IT systems and communications architect, NGEN/NMCI, budget, contracting activities, long range planning and procurement. 3. Oral Communication- communicating complex technical requirements to non-technical personnel and sufficient to prepare and present briefings to senior management officials on complex/controversial issues. 4. Problem Solving-developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments sufficient to manage assigned projects. In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing technical and complex Information Management (IM) and Information Technology (IT) programs focused on cloud-based solutions and network modernization, responsible for IM and IT activities governing the policy, planning, and delivery of critical network services. Experience utilizing project management methods and tools such as Microsoft Project and Agile methodologies, development of plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments, delivering projects on time and within budget. Experience applying performance management and measurement approaches such as ITIL framework to develop, implement, and evaluate the effectiveness and efficiency of IT programs.
