You will serve as a Human Resources Officer (Satelite Manager) for the Secretary of Navy Offices (SECNAV), Office of Civilian Human Resources (OCHR), Overseas Program Center (OPC), Human Resources Office (HRO) Guam.
Major duties
You will provide Civilian Human Resources (HR) services through the efforts of a HR staff engaged in such functions as recruitment, placement, employee training/ development, employee relations, labor relations, and performance. You will recommend innovative methods and strategies to resolve problems of job turnover, long- and short-term workforce planning, rightsizing, and reinvention initiatives while ensuring the correctness and appropriateness of actions taken. You will review proposed/final solutions to difficult and complex problems associated with providing comprehensive civilian HR advice, including hard-to-fill positions. You will recommend proposed regulatory changes and executes implementation strategies of new policies. You will represent Commanders and activity heads as the principal point of contact for negotiating or conducting business with employee organizations under current labor management relations guidelines. You will plan, organize, direct, coordinate review and evaluate work of personnel specialist and support personnel.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment, placement, employee training/ development, employee relations, labor relations, or performance; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; and providing input for the strategic planning of human capital resources for an organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In addition to meeting all minimum qualification and eligibility requirements, ICTAP applicants must be well qualified for the position to receive consideration for special priority selection. A well-qualified ICTAP applicant is one who possesses the competencies and experience to perform the duties of the position successfully with orientation to learn/understand the activities, procedures, policies and processes. Demonstrated work experience in the occupation is typically qualifying for placement. This criterion cannot be met by education and training.
