You will serve as a NAVIGATION SEAMANSHIP AND SHIPHANDLING INSTRUCTOR in the Mariner Skills Training Center Atlantic (MSTCLANT) of SURFACE WARFARE OFFICERS SCHOOL.
Major duties
You will instruct Naval Officers from O1 - O6 and Quartermasters from E4 - E9 on all facets of Navigation, Seamanship, and Ship handling. You will provide classroom and laboratory instruction and competency assessments to students. You will operate SWOS-furnished COVE handling and VMS simulators, and other computer-based training systems. You will assist in the definition and establishment of instructional and student performance requirements and standards in alignment with Fleet Skill Objectives, Human Capital Objectives, and the Navy Mission Essential Task Lists (NMETL).
Qualification
Individual Occupational Requirements (IORs): Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the Individual Occupational Requirements (IORs), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing instruction and training to students on navigation, seamanship and ship handling principles (previous NSS instructor or master training specialist experience or equivalent experience highly desired); 2) Developing curriculum to support instruction on navigation, seamanship and ship handling principles; 3) Using simulators and other computer-based ship handling training systems to provide instruction for students; and 4) Assessing competency of student/personnel in meeting learning or training objectives in navigation, seamanship and ship handling principles. Note: Your resume must fully demonstrate this experience. A qualified Officer of the Deck on at least two or more Surface Combatants is highly desired. A U.S. Coast Guard license and/or at-sea service, as a Second or First Mate on a commercial vessel with significant knowledge of navigation, seamanship, and ship handling principles, where this broad base of experience has prepared the individual to teach enlisted personnel, junior to senior officers is highly desired. Education
In addition to meeting the Individual Occupational Requirements (IORs), and in lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree. or 3 full years of progressively higher-level graduate education leading to such a degree. or LL.M., if related.
