Prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White – Category II, minimum). This position is NOT subject to the limitations imposed by the DOD Priority Placement Program per Secretary of Defense Memorandum dated 09 MAR 2018. This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the DISA Global, Business Operations Division, Command Support Branch (RN13) at Scott AFB, IL.
Major duties
Assists primary Facility Manager in the administration of facility management policy and procedures. Assists with space management by updating the facility seating chart monthly and providing daily occupancy reports. Coordinates all maintenance and repairs to the building and support systems. Serves as a Contracting Officer’s Representative (COR), including administering all contracts pertaining to building maintenance, custodial service, emergency generator service, grounds maintenance, and trash removal. Writes the statement of work, provides technical advice and inspects contractor performance. Analyzes feeder reports from various Project Management organizations, prepares reports, designs detailed charts and graphs
Qualification
In order to qualify for this position, you must meet both requirements described below. Individual Occupational Requirement: Undergraduate or graduate education with a major of study in engineering, industrial arts, property management, or business administration. OR I have experience equivalent to managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; AND Experience equivalent to conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; in addition to Experience equivalent to performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. AND Qualifying Experience: To qualify at the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Assisting facility managers with budgeting, managing space, inventorying property, coordinating maintenance, and managing repairs for essential building support systems, including HVAC, electrical, plumbing, and specialized environmental systems. Fulfilling a Contracting Officer Representative role by writing Statements of Work, ensuring the efficient execution of contracts, and adhering to facility requirements. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. Education
GG-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .
