This position is located at Camp Arifjan, Kuwait. The base provides permanent support facilities for American troops in Kuwait, replacing temporary facilities that had been used since the Gulf War. It is a United States Army installation which accommodates elements of the US Air Force, US Navy, US Marine Corps and US Coast Guard. Military personnel from the United Kingdom, Australia, Romania and Poland are also forward deployed there. Camp Arifjan is located south of Kuwait City and Ali AL Salem Airbase, and west of the Shuaiba Port (Military Sea Port of Debarkation/Embarkation, or SPOD) and Kuwait Naval Base (KNB). The weather can be hot and dry with extreme heat in the summer months and mild winters. The base has three base exchanges (AAFES), many fast food restaurants on site, and 3 Military Dining Facilities (DFACs) some of which serve 4 meals daily.

RECRUITMENT/RELOCATION/RETENTION INCENTIVE may be requested through management and may be authorized up to 20% of base salary per year to be paid bi-weekly for a period of service up to 2 years.

Major duties

You will serve as the Chief of Ocean Cargo Clearance Authority (OCCA) Booking and Quality Assurance for an SDDC (Surface Deployment and Distribution Command) Brigade. You will also be the Contracting Officer Representative (COR) for the Universal Service Contract (USC) Ocean Cargo Clearance Authority (OCCA) Management Office. The Management Office is comprised of Cargo Booking Office and Quality Assurance functions with responsibilities for providing assigned customers a full range of deployment and distribution services... ... for international and domestic shipments by surface to include the 49 major CONUS, Puerto Rico, Alaska and all Middle East seaports or multi-modal on a worldwide basis in both peacetime and wartime. The OCCA Booking Office analyzes movement options, selects carriers, routings and modes. You will supervise a team of subordinates operating in the Booking Office and the Quality Assurance Office. You will execute Quality Assurance Surveillance Plans (QASP) for the Brigades AOR for contracts and agreements established by USTRANSCOM for ocean liner service. You will attend conferences, meetings, workshops, and seminars to represent the organization. You will use various transportation automated systems such as JOPES (Joint Operation Planning and Execution System), GATES, GTN, ICODES, ETA to support the organizations transportation mission.

Specialized Experience: One year of specialized experience which includes planning, developing, and coordinating global shipping activities with military commands and commercial ocean carriers; Executing ocean cargo booking and logistics; Administering contracts related to transportation and shipping operations This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
