Job summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as an Office Engineer responsible for construction project and contract management, technical review of planned work and work in progress, development of changed scopes of work, cost estimates, review of contract modification documents, and negotiations with contractor.
Major duties
Maintain surveillance over construction projects to assure that all items of work are in conformance with contract plans and specifications. Conduct appropriate surveillance of contractor workmanship, regulatory plans, methods and practices to ensure compliance with plans and specifications on all phases of construction work. Ensure compliance by contractor with safe working conditions and practices. Serve as Contracting Officer’s Representative (COR) and fully execute responsibilities as assigned. Prepare modifications documents, including estimates and analysis for design changes, differing site conditions, and changes in specifications and drawings.
Qualification
Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Overseeing construction projects to assure that all items of work are in conformance with contract plans and specifications; Developing modification estimates and time analysis; Recommending correction to construction deficiencies through modification of the contract. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
